About this opportunity

The 90th Contracting Squadron is issuing Request for Quote FA461326Q0003 on behalf of the Department of the Air Force Global Strike Command to procure LifePak15 cardiac defibrillator equipment and associated medical accessories for the Fire Department at F.E. Warren Air Force Base in Wyoming. The procurement covers 17 line items including one LifePak15 V4 Monitor/Defibrillator unit, battery chargers, lithium-ion batteries, respiratory diagnostic sensors, blood pressure cuffs in multiple sizes, filter lines, carry cases, and a one-year Verizon data plan with 4G modem. Key contract requirements mandate that all items be brand-new, delivered within 60 calendar days of award with FOB destination terms, and offerors must maintain active registration in the System for Award Management (SAM) from submission through award. The government will evaluate quotes using a lowest price technically acceptable methodology. Critical deadlines include May 6, 2026 at 10:00 AM Mountain Daylight Time for submission of questions to the contracting officers, and May 13, 2026 at 10:00 AM MDT for quote submission.

This solicitation is designated as a Total Small Business Set Aside under NAICS code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a 1,250-employee size standard. The supporting single-source justification indicates that Stryker is the incumbent contractor and the only manufacturer of LifePak15 defibrillators, with the procurement justified by medical safety requirements, equipment standardization across the base's Emergency Medical Services system, and compatibility with existing vehicle mounting systems and the LIFENET data transmission system. While the contract value is redacted from the publicly available documents, the procurement represents a firm fixed-price commercial award for brand-name equipment. The contract delivery must be completed within 60 calendar days of award, reflecting an expedited timeline for emergency medical services equipment. Performance will take place at Francis E. Warren Air Force Base in Cheyenne, Wyoming, with the exact delivery address to be provided upon award.
