About this file

This is a Single Source Justification (Simplified Acquisition) document for a federal contract action by the 90th Contracting Squadron at F.E. Warren Air Force Base. The procurement is for LifePak15 cardiac defibrillator equipment and related accessories, identified under Project/Program Name "PKAA LifePak15 (Commodity)" with Purchase Request/Local ID Number F1Y3DA6029A001. The contracting activity is 90CONS/PKAA, and the estimated contract cost is redacted from the document. The single source justification supports an award to Stryker, the manufacturer of LifePak15 devices, based on medical safety, interoperability, and efficiency requirements specific to the base's Emergency Medical Services system.

The justification documents that Stryker is the only manufacturer producing LifePak15 defibrillators, which are currently integrated throughout F.E. Warren AFB and the local EMS community. The critical rationale centers on equipment standardization across the emergency response system, compatibility with existing vehicle mounting systems, integration with the LIFENET data transmission system, and consistency with established training protocols and medical procedures. The document notes that a similar single-source justification was previously approved for Stryker cardiac monitors. While acknowledging the current necessity for brand-name procurement, Section E outlines a future strategy to preclude similar awards through long-term strategic planning and phased technology transitions. The Contracting Officer, Arthur W. Makekau (GS-13), determined on April 3, 2026, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Single Source Justification (Simplified Acquisition)

November 2018 Page 2 of 2

Section E: Steps to Preclude Future Single Source or Brand Name Awards

At this time, precluding future requirements away from a Brand Name award is ideal. The "LifePak15" is a registered trademark for a line of defibrillators manufactured by Physio-Control, which is now a part of the company Stryker. This company is utilized throughout F.E. Warren AFB and the local EMS community. There are no other manufacturers that produce devices under the "LifePak15" brand name.

The use of a single brand of defibrillator across the entire emergency response system, from first responders to the hospital, eliminates the potential for delays or errors that can occur when incompatible equipment is used. This standardization extends to training, user interface, and medical protocols, ensuring that all personnel are proficient and can operate any device within the system without hesitation. Overall, standardizing equipment and protocols.

However, it is not to say new technology may be more efficient in the future, resulting in a transition. By engaging in long-term strategic planning for any potential technology upgrades allows for a phased transition, away from single-source systems without disrupting current operations.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
