About this opportunity
The Department of the Air Force Headquarters District Washington seeks to establish a competitive multiple-award Blanket Purchase Agreement for furniture materials and installation services at Joint Base Anacostia-Bolling, with quotations due September 23 at 2:00 PM EST. This is a 100% small business set-away under NAICS 337214, Office Furniture (except Wood) Manufacturing, with a 1,100-employee size standard.
Place of performance is Joint Base Anacostia-Bolling, Washington, DC. The BPA will have a five-year ordering period (September 29, 2026 through September 29, 2031) with individual call order limits ranging from a minimum of $2,500 to a maximum of $1 million. Up to three contractors will be awarded. The first call order will be issued for furniture and installation services to accommodate 16 personnel across four offices in Building 3, 794 Communications Squadron, with a 90-day period of performance. The estimated total BPA ceiling is $20 million. All furniture must comply with FAR 52.225-1 (Buy American). For orders above the Simplified Acquisition Threshold, the Nonmanufacturer Rule applies, requiring at least 50% of total component costs to be manufactured by small business concerns. Base access requires US citizenship or legal residency in good standing; no security clearances are required.
Quoters must submit a floor plan design, complete itemized furniture bill of materials, and firm-fixed prices for CLIN 0001 (Furniture Materials) and CLIN 0002 (Installation/Removal/Freight). Evaluation will rank offers by price first, then assess the five lowest-priced offers for technical acceptability. Technical capability is rated Acceptable or Unacceptable based on completeness of deliverables. A mandatory site visit is scheduled for September 16 at 10:00 AM EST; Real ID is required. Contracting Officer Pedro Andrade and Contract Specialist Jacqueline Wilborne are the government points of contact. Questions are due September 14 at 1:00 PM EST.
