4.0 Addendum to 52.212-2, Evaluation – Commercial Products and Services

*** This Section Is For Solicitation Purposes Only. This Section Will Be Physically Removed From The Resultant Award. ***

4.1 Basis for Award

The Government will assess the offers submitted in response to this solicitation for the requested furniture to award three responsible contractors a competitive Blanket Purchase Agreement.

The contractor with the offer deemed the best value to the government shall be issued the first single Firm-Fixed Price (FFP) Call Order as a result of this solicitation to fulfill the requirement.

The contractors must be able to adhere to the procedures in the BPA Ordering guide to include the minimum call order limit of $2,500 and the maximum call order limit of $1,000,000. The contractors must agree to the five-year ordering period outlined in the BPA Ordering Guide to be eligible to enter an agreement with the government.

The Government will assess the offerors’ quotes on two (2) major factors: (1) Technical Capability and (2) Price. The contractors’ offers will be ranked in order based on price, then Technical Capability will be assessed first to determine eligibility for award. Technical Capability at a minimum must be acceptable to be considered a viable offer for award. Technical Capability will be rated overall as either “Acceptable” or “Unacceptable”, thus tradeoffs for higher rated technical offers are not applicable to this acquisition. Finally, the offer price will be evaluated utilizing price analysis techniques to ensure the government is receiving a reasonable, complete, and balanced offer that is the best value for award.

EVALUATION FACTORS FOR AWARD

The Government will award a competitive multiple award BPA resulting from this solicitation to the responsible offerors whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Capability

2. Price

1) EVALUATION OF TECHNICAL CAPABILITY

Evaluation of this factor will assess the offeror's proposed approach and understanding of the requirements and risk of unsuccessful performance of the proposed approach to technical capability in accordance with the SOO. The offeror will be rated either “Acceptable” or “Unacceptable” for Technical Capability. It is imperative to provide a complete Floor Plan Design and itemized list of Furniture to be acceptable.

The contractor must review the BPA Ordering Guide and affirm that it can enter into a five year agreement under the ordering terms and procedures.

2) EVALUATION OF PRICE

Evaluation of price will be performed using one or more of the price analysis techniques in FAR Part 12. Through these techniques the Government will determine whether prices are reasonable, complete, and are not unbalanced.

Reasonableness. The Government will evaluate the price reasonableness of the offerors' proposed prices to ensure that in its nature and amount, it does not exceed what would be incurred by a prudent person in the conduct of competitive business. The Government shall employ price analysis techniques in accordance with FAR Part 12 to determine that the proposed price is fair and reasonable.

Completeness. The Government reserves the right to conduct exchanges with offerors, but exchanges are not anticipated or intended. Since exchanges are not anticipated or intended, the Government requires complete quotes with respect to price. A complete quote will include all information required by this solicitation.

Unbalanced Pricing. Offerors should note that pricing will be carefully reviewed to detect whether quotes are unbalanced between line items, as well as unbalance between periods. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques. Unbalanced offers may be determined unacceptable.

A best value analysis will be conducted to determine the BPA awardees. Award will be made to the offerors that present the best combined value to the government, considering Technical Approach and Price. Any offeror deemed “Unacceptable” in Technical approach will be ineligible for award.

The offers received will be initially ranked in price from lowest to highest. The five lowest priced offers will be assessed for technical acceptability to determine up to three technically capable and responsible contractors that will be awarded a Blanket Purchase Agreement. If the government deems an offer unacceptable in qualification, they will be removed from consideration and the government will move to the next offer until up to three contractors are selected for the competitive BPA. If the government does not determine up to three technically acceptable contractors within the first five offers assessed, it will move to the next lowest five offers and so forth until up to three technically acceptable contractors are identified.

The first Call Order Award will be made to the lowest priced quote that is deemed "Acceptable" in Technical Capability. Offerors are cautioned to ensure that initial quotes contain your best terms from a price and technical standpoint. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award. As stated in the BPA Ordering Guide, the government reserves the right to off-ramp and on-ramp BPA holders as necessary to fit mission needs based on an annual review of the competitive BPA.
