Evaluation uses a Lowest Price Technically Acceptable (LPTA) approach. Offers rated "Acceptable" on technical merit are ranked by price; those rated "Unacceptable" receive no further consideration. Contractor responsibility is assessed via the Supplier Performance Risk System (SPRS); an adverse SPRS rating may render an offeror non-responsible regardless of price or technical score. Offers must be submitted via email only; ZIP files are not acceptable. An ombudsman, Ms. Lisa A. Gross (618-229-0267, lisa.gross@us.af.mil), is available to resolve offeror concerns.
