About this file
This is a Statement of Need (SON) for the 6th Logistics Readiness Squadron at MacDill Air Force Base in Tampa, Florida, dated 8 May 2026. The requirement is to install a new ID badging system for Building 49 to replace the current key/number pad access method. The new system will employ card readers to track and identify personnel entering and exiting facilities, preventing unauthorized access and improving security for DOD assets. The system must operate as a stand-alone Windows 11 platform independent of the Air Force Network, connecting to a dedicated termination hub in the building's communications room for centralized data access.
CLIN 0001 requires seven HID 40HNKS-03-00059X Signo PIV 40 FIPS card reader systems or equivalent for after-hours access. CLIN 0002 specifies Managed Access Control Services including priority phone and onsite service during standard business hours (0800-1600, Monday-Friday, excluding federal holidays), full equipment and labor warranty (excluding misuse, vandalism, acts of God, and batteries), and 24/7 emergency NOC support. Technical requirements mandate DoD Common Access Card (CAC) compatibility, extraction of unique identifiers only (FASC-N) for authentication with prohibition on EDIPI and PII use, door interface capability for fitness center entry, Platform Information Technology (PIT) registration and approval, and Windows 11 technical services including a 12-month initial warranty with optional extension. Inherent services include installation, staff training, and maintenance. The Government desires four option years (CLINs 1001-4001) for continued managed services. Delivery contact is TSgt Earnest Sims.
