About this file
This is an addendum to a Request for Offers (RFO) for commercial products and services issued by the U.S. Air Force. The solicitation number is FA481426Q0033, with offers due by August 6, 2026, at 10:00 AM EST, submitted via email to daniel.johnson.141@us.af.mil and andrew.grant.6@us.af.mil. Questions must be submitted by July 31, 2026, at 10:00 AM EST. The Government notes that funds are not presently available for this effort and reserves the right to cancel the solicitation without obligation to reimburse offerors for any costs. Offerors must provide complete pricing for the entire requirement, contact information, UEI and EFT indicators, responses to all applicable provisions and certifications, statements of agreement with all terms and conditions, proposed delivery terms and performance schedules, warranty terms if applicable, and discount terms if applicable. Offers must be submitted via email only; ZIP files are not acceptable. Offerors must maintain an active System for Award Management (SAM) registration at submission and time of award. The offer acceptance period is 60 calendar days from the receipt deadline unless another period is specified in an addendum. Late submissions will not be considered unless received before award and the Contracting Officer determines acceptance would not unduly delay the acquisition, with the exception that late modifications making terms more favorable to the Government may be accepted at any time.
The Government will evaluate offers using a Lowest Price Technically Acceptable (LPTA) approach. All responsive offers will be organized by price from lowest to highest, and a technical advisor will rate each vendor's quoted products or solutions as either "Acceptable" or "Unacceptable" based on demonstrated ability to meet all technical requirements. Offerors must receive an "Acceptable" technical rating to be eligible for award; those rated "Unacceptable" receive no further consideration. For products, the technical approach must provide proof that the offered product meets or exceeds specifications in Attachment 1 SON, explain on-time delivery to the specified location, and detail warranty terms. The Government will perform price analysis to determine fair and reasonableness. If the lowest-priced vendor receives an "Acceptable" technical rating, award can be finalized subject to contractor responsibility determination. If the lowest-priced vendor is rated "Unacceptable," evaluation continues to the next lowest price until an "Acceptable" rating is achieved or all quotes are evaluated. The evaluation process may continue until two technically acceptable quotes are identified to establish adequate price competition. Contractor responsibility will be assessed through the Supplier Performance Risk System (SPRS), reviewing Price Risk, Supplier Risk, and Item Risk. An offeror with an adverse SPRS risk assessment may be determined non-responsible and ineligible for award regardless of price or technical acceptability, at the sole discretion of the Contracting Officer. The absence of SPRS data will not by itself result in a non-responsible determination. An ombudsman has been appointed to resolve offeror concerns; interested parties must first address concerns to the contracting officer before contacting the ombudsman at Ms. Lisa A. Gross, 618-229-0267, lisa.gross@us.af.mil.

Addendum to RFO 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.
(a) Submission of offers. Submit signed and dated offers by email to daniel.johnson.141@us.af.mil & andrew.grant.6@us.af.mil not later than 06 August 2026 by 10:00 am EST.
NOTE: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
As a minimum, offers shall include—
(1) The solicitation number FA481426Q0033;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM));
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments;
(7) Proposed delivery terms and/or performance schedule;
(8) Proposed warranty terms (if applicable); and
(9) Discount Terms (if applicable).
(b) Submission of Questions: Submit questions regarding this solicitation by email to daniel.johnson.141@us.af.mil & andrew.grant.6@us.af.mil not later than 31 July 2026 by 10:00 am EST.
NOTE: The Government will answer all questions submitted by the specified deadline.
Responses will be provided to all parties with sufficient time to submit their offers before the closing date. The Government is not obligated to answer questions received after the deadline.
(c) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
NOTE: Required method of receipt is via email. ZIP files are not an acceptable format for the Air Force Network and will not go through our email system. Vendors should place a read/delivery receipt and/or request confirmation of receipt by the government. Any offer not sent via email to the appropriate government POC’s, will be considered non-responsive.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(5) The Offeror shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation in response to this solicitation and at the time of award.
(e) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(f) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
(End of provision)
Addendum to RFO 52.212-2 Evaluation—Commercial Products and Commercial Services
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(1) Evaluation Factors:
(A) Price
The Government will perform a price analysis to determine if the offeror's total proposed price is fair and reasonable. To be eligible for award, offerors must provide pricing for the entire requirement; offers with partial pricing will be rejected as non-responsive and will not be considered for award.
(B) Technical
The Government will evaluate the offeror's technical approach to determine if it demonstrates a clear understanding of, and a sound approach to, meeting the requirements outlined in the solicitation. The evaluation will be conducted on an Acceptable/Unacceptable basis.
• Acceptable: The offer clearly demonstrates the offeror's ability to meet all technical requirements of the solicitation.
• Unacceptable: The offer fails to demonstrate the offeror's ability to meet all technical requirements of the solicitation.
To be considered for award, an offeror must receive a rating of "Acceptable" under this factor. Any offeror rated "Unacceptable" will be ineligible for award and will receive no further consideration.
For products (if applicable), the technical approach must provide proof that the offered product meets or exceeds the specifications as described in Attachment 1 SON. Approach must also explain how the products will be delivered on time to the specified location, and detail warranty terms.
(2) Basis for Award:
Lowest Price Technically Acceptable (LPTA). First, the government will organize all responsive offers by price (lowest to highest). Then, a technical advisor will compare a vendor’s quoted product/s or solutions against the requirements of the solicitation and assign a technical rating of either “Acceptable” or Unacceptable”. If the lowest priced vendor is rated to be “Technically Acceptable”, an award decision can be finalized (subject to a final determination of contractor responsibility). If the lowest priced vendor is rated to be “Technically Unacceptable”, review of the next lowest priced quote will continue until a “Technically Acceptable” rating is achieved or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition).
Contractor Responsibility Determination: As a part of the responsibility determination, the Government will assess performance risk by reviewing data in the Supplier Performance Risk System (SPRS). This review will consider Price Risk, Supplier Risk, and, if applicable, Item Risk.
• Adverse Finding: An offeror with an adverse SPRS risk assessment may be determined to be non-responsible and therefore ineligible for award, regardless of price or technical acceptability. Such a determination is at the sole discretion of the Contracting Officer.
• Absence of Data: The absence of an SPRS risk assessment for an offeror will not, by itself, result in a non-responsible determination.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). When applicable and IAW RFO Clause 52.217-8, the government will include a six-month Extension of Services in the offerors total evaluated price by calculating unit prices for the base year or last option period multiplied by six.
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Ombudsman
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsmen, , Ms. Lisa A. Gross, 510 POW/MIA Drive, Scott AFB IL 62225- 5022, 618-229-0267, lisa.gross@us.af.mil of AFICC/KM. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256- 2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
