About this opportunity
The Department of Energy's Fermi National Accelerator Laboratory, operating through Fermi Forward Discovery Group, LLC (FFDG), is seeking proposals for the fabrication of PIP-II Beam Position Monitor (BPM) button assemblies, build-to-print components fabricated from 316L stainless steel with specific technical requirements including knife-edge flanges, 50-ohm impedance design, and SMA-female connectors. Offerors must demonstrate a minimum of five years' experience with hermetic feedthrough fabrication and provide at least three references of similar projects completed within the past five years. The procurement will be evaluated using a best value trade-off source selection approach, with evaluation factors ranked by importance as follows: price, past experience with similar projects, technical proposal quality, ability to meet mandatory technical specifications, quality assurance plan, and past experience with FNAL or other DOE laboratories. Proposals must be submitted on a firm-fixed price basis with F.O.B. Fermilab delivery terms by 5:00 PM CDT on April 1, 2026, with questions due by 5:00 PM CDT on March 20, 2026, and answers to be provided by March 25, 2026. Offerors must submit completed SARC (Subcontractor Annual Reps & Certs, Rev. 7), PUR-466 (Proposal Certifications, Rev. 5, dated 10/14/2025), and a formal quote on company letterhead.
This procurement is not set-aside for any specific business category and no incumbent contractor is identified. The contract covers a first article run of 10 units with delivery by September 30, 2026, and 390 production units with delivery by January 31, 2027, with FFDG reserving the right to award or not award the production units. The place of performance is Batavia, Illinois 60510. All work is performed under prime contract DE-AC02-07CH11359 with the U.S. Department of Energy Office of Science, and all deliverables require a 12-month warranty from final acceptance. The solicitation mandates multiple quality control hold points, including Manufacturing Readiness Review, 100 percent vendor and FNAL quality control testing with five mandatory tests (vacuum tightness, return loss, dielectric withstand, time delay consistency, and impedance measurement), bi-weekly status updates, and comprehensive documentation requirements including certificates of conformance, traceability information, and material certifications.
Notice text
This is a best value trade off source selection. This process permits tradeoffs among cost or price and non-cost factors and allows FFDG to accept other than the lowest priced proposal. All evaluation factors other than cost or price, when combined, are significantly more important (approximately equal to or significantly less important) than cost or price. Award shall be made to the supplier who is deemed responsible by FFDG, whose proposal conforms to the solicitation's requirements, and is judged to represent best value to FFDG. FFDG intends to award without discussions.
