About this opportunity

The Indian Health Service is seeking hazardous waste collection and disposal services for the Phoenix Indian Medical Center (PIMC), a 127-bed hospital serving 140,000 Native Americans in the Phoenix metropolitan area. The contract covers comprehensive management of various waste streams including universal waste, laboratory waste, hazardous pharmaceutical waste, maintenance waste, formaldehyde, and expired chemical waste generated by this small quantity generator facility. Contractors must meet stringent qualification requirements including $1 million general liability insurance, DOT hazardous material safety permits, five years of medical center waste disposal experience, clean compliance history, and specialized expertise in handling RCRA hazardous pharmaceuticals. The procurement will be evaluated using a best value approach considering price, technical capabilities, and past performance, with technical proposals limited to 15 pages and requiring demonstration of qualifications for safe removal, transportation, and disposal of regulated medical waste. Proposals are due August 28, 2025, and must be submitted as three-volume packages including pricing, technical, and past performance components via email to the contracting officer.

This opportunity is designated as a total small business set-aside under NAICS code 562112 for Hazardous Waste Collection. The previous contract was awarded under number HHSI247201800030P, suggesting this is a recompete for existing services. The contract structure includes a base year running from October 11, 2025, through October 10, 2026, with four additional option years available for extension. Service requirements include weekly waste pickups with 24/7 emergency coverage, 72-hour response times to service requests, and proper documentation including manifests and service receipts for each collection. The waste management services will be performed at the Phoenix Indian Medical Center campus in Phoenix, Arizona, which maintains a central accumulation area accessible by tractor-trailer for efficient pickup operations. While specific contract values are not disclosed, the detailed fee schedule template covers multiple waste categories measured in various container sizes and weights, indicating a comprehensive service arrangement.
