The Bureau of Indian Education seeks a Physical Therapist to provide on-site services at Ojibwa Indian School in Belcourt, North Dakota, with proposals due August 26, 2026. The procurement is now unrestricted competition following Amendment 3 (posted August 18, 2026), which removed the small business set-aside.
Place of performance is Ojibwa Indian School, 9620 42nd Ave NE, Belcourt, ND 58316. The contractor will serve approximately six students with disabilities, providing services two days per week for forty weeks annually (including Extended School Year services) during 8:00 a.m. to 3:00 p.m. CST. The base contract period runs September 1, 2026 through August 31, 2027, with four optional one-year renewal periods through August 31, 2031. This is a firm fixed-price award with all-inclusive hourly rates covering Federal, State, and Local taxes, TERO fees, delivery, materials, and all labor. Payment terms are Net 15 days in arrears upon delivery, inspection, and acceptance.
Key personnel must hold a current, valid, unrestricted license to practice as a Physical Therapist in South Dakota; possess a doctorate degree from a CAPTE-accredited program; have successfully completed the NPTE; and demonstrate a minimum of five years of professional experience in school-based settings with special education students, including demonstrated experience developing, implementing, and monitoring IEPs. The NAICS code is 621340 with a size standard of $12.5 million. Contractors must obtain security clearance, carry liability insurance of $1,000,000 per person and occurrence and $1,000,000 property damage, maintain student information confidentiality, and complete background investigations. Deliverables include monthly student service logs, annual IEP goals and objectives, quarterly progress reports, and assessments as needed. Evaluation criteria address experience, capability, key personnel qualifications, and price.
