About this opportunity

The Bureau of Land Management seeks physical security patrol services at its Coos Bay District Office in North Bend, Oregon, with quotations due August 24, 2026. The procurement is a 100% Women-Owned Small Business set-aside under NAICS 561612 (Security Guards and Patrol Services).

Place of performance is 1300 Airport Lane, North Bend, Oregon. The contract runs for a one-year base period (October 1, 2026 through September 30, 2027) plus four one-year option periods extending through September 30, 2031. Services consist of nightly unarmed security patrols seven days per week with two varied-time checks between 7:00 PM and 5:00 AM, covering a 1,924-foot perimeter fence line, two buildings, 23 exterior doors, and three walking gates; standby alarm call responses; and physical alarm response services on weekdays 7:00 PM to 5:00 AM and 24 hours on weekends and holidays.

The contractor must hold an active Oregon private security business license, employ a licensed Executive Manager, ensure all security officers hold Oregon DPSST (Department of Public Safety Standards and Training) certifications, and maintain proper insurance and wage bonds. All officers must pass background investigations per Oregon security licensing standards. The contractor furnishes all equipment, vehicles, uniforms, two-way radios, flashlights, and cellular phones.

Compensation is firm fixed-price under Service Contract Labor Standards wage rates applicable to Coos, Curry, and Douglas counties in Oregon. The previous contract (140L4321C0013) had a total value of $58,500.00. Evaluation considers Relevant Experience (three similar projects completed as prime contractor within five years with local market knowledge specific to North Bend conditions) and Price using the best-value continuum approach. Quotations must be submitted electronically to tiffany_eslinger@ios.doi.gov in two parts: non-price section demonstrating experience, and price section with unit prices and estimated alarm response calls. Site visits are available August 19 at 11:00 AM and August 20 at 11:00 AM with check-in to Becky Brown. Amendments 0001, 0002, and 0003 (posted August 17, 18, and 20 respectively) release vendor questions and answers; Amendment 0002 extends the deadline and provides site visit information.
