Vendor Questions and Answers Part 2:
1) Section H.2.0 (Work Hours) limits work to the period from one-half hour before sunrise to one-half hour after sunset and states that no work will be done on Saturday, Sunday or Federal holidays unless authorized by the COR. Section C, SOW 2.1(a) requires two checks nightly between 7:00 PM and 5:00 AM; SOW 2.1(c) requires alarm response 24 hours per day on Saturdays, Sundays and holidays;
and SOW 2.1(e) requires service seven days per week. These provisions are in direct conflict. Will the Government amend Section H.2.0, or confirm in writing that the Statement of Work governs performance hours?
a) The Statement of Work will govern performance hours. The COR and Contractor will meet prior to performance to plan specific timing.
b) Section H.2.0 allows the COR to authorize work times outside of the stated hours.
2) SOW 2.1(a) requires two varied time checks nightly but does not state a minimum time on site per check or a minimum interval between the two checks. Will the Government specify a minimum duration and minimum separation, or is this left to the contractor's discretion?
a) There is no minimum duration of check, as the SOW outlines the work that must be done during each visit. When the required work is done (including providing the required documentation of site patrol), then separation can occur. Site check timing should be varied each night to ensure the safety and security of the campus.
3) To support labor estimating, please provide the approximate linear footage of the perimeter fence line to be walked under SOW 2.2, and the number of buildings, exterior doors, and gates included in the nightly check.
a) 1,924 feet of perimeter fence line, two (2) buildings, main and warehouse. There are twenty-three (23) exterior doors and three (3) walking man gates.
4) Will a site visit or walk-through be made available prior to the 08/21/2026 closing?
a) Contractors can visit the site at the following times:
i) Wednesday August 19 @ 11:00 a.m.
ii) Thursday August 20 @ 11:00 a.m.
b) Any contractor visiting the site must check in at the front desk and ask for Becky Brown.
5) Section B prices three separate alarm-related line items — "Standby Alarm Calls – Regular Rate," "Standby Alarm Calls – Holiday Rate," and "Alarm Call Responses." Please define the distinction between a standby alarm call and an alarm call response and confirm whether a standby call is billed per occurrence or as a period retainer.
a) Standby alarm calls are the actual alarm calls from the Mega Center. Alarm call responses are calls that require physically responding to an alarm call. Not every standby alarm call will require an alarm call response. Quite often, they do not.
b) Billing should match the schedule units and rates.
BLM Coos Bay District Page 5 of 12
6) SOW 2.1(b) references Price Schedule item 0001A for standby calls, while SOW 2.1(c) references items 0001B and 0001C for both standby calls and physical alarm response. Please confirm the mapping of each SOW duty to each Section B line item.
a) Please see attached updated Section C, Statement of Work, which separates Items 000xC onto a separate line to match Section B, Schedule of Items.
7) Section B lists an estimated quantity of four (4) per year for each of the three alarm line items. Please provide the actual quantities incurred under the predecessor contract for each of the last three contract years.
a) All quantities are estimated as there is no way for us to predict when an alarm might sound.
8) Section J, Attachment 1 is identified as a 13-page Service Contract Act for Wage Determination.
Please confirm the wage determination number and revision applicable to this solicitation and confirm that it is posted with the solicitation on SAM.gov.
a) The Wage Determination is attached to the solicitation notice on SAM.gov. See Attachment B03_WD_2015-5579_Rev_28.pdf on the solicitation page on SAM.gov:
https://sam.gov/workspace/contract/opp/e2808a005aa340e2bbff9b670ea21fd5/view
9) Please confirm the SCA labor classification the Government considers applicable to this scope of work — Guard I or Guard II. The statement of equivalent rates at FAR 52.222-42 cites a GS-6 equivalency of $19.21 per hour, which may indicate a Guard II classification.
a) A Guard II is an appropriate classification.
10) Section I incorporates FAR 52.222-62, Paid Sick Leave Under Executive Order 13706. Please confirm that the alternate EO 13706 health and welfare fringe benefit rate applies to this requirement rather than the standard health and welfare rate.
a) This requirement fits under the prescription at 22.2102-1(b) of FAR Overhaul Part 22.
11) In light of FAR 52.222-43, does the Government expect offerors to escalate SCA wage and fringe rates within option-year pricing, or to hold those rates at the current wage determination and rely on the price adjustment mechanism?
a) Pricing proposals are to be completed by the contractor. Once awarded, and if applicable, the instructions within FAR Clause 52.222-43 should be followed for any adjustments due to wage determination changes.
12) SOW 7.0 requires all officers to pass background investigation in accordance with the standard hiring procedures of licensed security services in Oregon. Please confirm whether the Government requires
(a) the contractor to hold an Oregon private security business license, and (b) individual officers to hold Oregon DPSST certification — and whether either must be in place at time of quotation or at time of performance.
a) Please see Amendment 0001, released on 08/17/2026. Yes, the contractor must hold an Oregon private security business license, and its individual officers must hold Oregon DPSST certification at the time of quotation.

13) Section H requires an Enter on Duty (EOD) approval and a DOI Access Card before unsupervised work. What is the Government's typical processing time from award to EOD issuance, and how should offerors plan for the interval between the 10/01/2026 performance start date and EOD issuance for newly hired personnel?
a) Once awarded, the Government and the Contractor will begin the background check and DOI Access Card process. This process can take time, but we estimate that it will be completed prior to the start of the contract.
14) Please confirm that officers under this requirement are unarmed. Section 10.0 identifies a heavy-duty flashlight and notebook as defensive equipment; please confirm that firearms are neither required nor permitted.
a) Confirmed. See Amendment 0001, released on 08/17/2026.
15) Section L.2.1(b), Local Market Knowledge, states that "The local area is defined as [city/county, state or state]." The bracketed placeholder has not been completed. Please define the local area applicable to this sub-factor.
a) North Bend, Oregon. An update to this factor will be attached to this amendment.
16) Would you please provide clarity on the requirement for Local Market Knowledge?
a) The Local Market Knowledge part of Section L.2.1(b) is centered on understanding the variables of working in similar conditions to North Bend, Oregon. The contractor is expected to demonstrate they have experience working in places like North Bend, Oregon. These conditions may encompass local economy, remoteness, traffic, local market conditions, and availability of services. The bracketed placeholder has been updated to state, “North Bend, Oregon”. See attached updated Section L.
17) Under Section L.2.1(a), all three referenced projects must have been completed as a Prime Contractor.
Will the Government consider experience performed under a predecessor entity, a joint venture, or a mentor-protégé or teaming arrangement, and will any weight be given to relevant subcontracted experience?
a) The government will consider experience performed under a predecessor entity, a joint venture, or a mentor-protégé or teaming arrangement. Weight will not be given to relevant subcontracted experience.
18) Section L does not state page limits, font, margin, or file-naming requirements for the non-price section. Please confirm whether any applies.
a) There are no current formatting requirements for the non-price section.
19) Please confirm the maximum total email attachment size accepted at tiffany_eslinger@ios.doi.gov, whether compressed archives are permitted, and whether the Government will confirm receipt of a submitted quotation.
a) Maximum attachment size is 20MB per email. Compressed archives such as .zip files can be accepted. If the contractor requests confirmation, a confirmation will be sent.
BLM Coos Bay District Page 7 of 12
20) Section L.2.2.3 directs that representations and certifications be maintained in SAM. Please confirm that FAR 52.212-3 need not be separately completed and submitted with the quotation.
a) Correct, contractor representations and certifications must be up to date and active on
SAM.gov.
21) Please identify the incumbent contractor, the current contract number, and the current annual contract value for this requirement.
a) Please see amendment 0001, released on 08/17/2026. Public information regarding the previous contract can be found on SAM.gov.
