About this opportunity

The Department of State's Bureau of Diplomatic Security Physical Security Division is seeking qualified architecture and engineering firms to create a comprehensive catalog of physical security retrofit and mitigation designs for overseas diplomatic missions. This effort will document and organize non-proprietary threat mitigation technologies developed and validated over the past 20 years into seven sections including blast-resistant walls, perimeter features, window catchment retrofit systems, blast-resistant window systems, rocket and mortar protection, small blast-resistant buildings, and protection from drones. The contractor must produce detailed design documentation including conceptual renderings, basis of design drawings, material specifications, construction considerations, and site-specific guidance for each retrofit type. The evaluation will prioritize technical approach and past performance, with these combined factors significantly more important than pricing considerations. Questions were due by August 27, 2025, and proposals are due by September 14, 2025, with an anticipated award date of September 3, 2025.

This solicitation is designated as a 100% small business set-aside under NAICS code 541330 (Engineering Services) with a size standard of $22.5 million. The contract structure is firm-fixed-price with a base period of 12 months to develop initial designs, followed by optional periods of 7 months each to add additional design categories. The project will involve creating documentation for 20 different retrofit and mitigation types categorized into Base, Option 1, Option 2, and Option 3 groups with varying levels of design complexity. Performance will take place in the United States, and the small business prime contractor must perform at least 50% of the contract personnel work. Importantly, the government has noted that funds are not presently available for this effort, and no award will be made until funding becomes available, with the government reserving the right to cancel the solicitation at any time.
