About this file
This is a Request for Proposal (RFP) from the Department of State's Bureau of Diplomatic Security for a catalog of physical security retrofit and mitigation designs. The solicitation seeks qualified architecture and engineering firms to develop a comprehensive catalog documenting non-proprietary threat mitigation retrofits and designs developed over the past 20 years. The catalog will cover seven sections: Blast-Resistant Walls, Perimeter Features, Window Catchment Retrofit Systems, Blast Resistant Window Systems, Rocket and Mortar Protection, Small Blast-Resistant Buildings, and Protection from Drones.
The contract is a 100% small business set-aside with a firm-fixed-price structure. The base period will be 12 months to generate base designs, with options to add additional designs in subsequent 7-month periods. Proposals are due by September 5, 2025, with an anticipated award date of August 20, 2025. The contractor will be required to produce detailed design documentation including conceptual renderings, basis of design drawings, material specifications, construction considerations, and site-specific guidance. Deliverables must be provided in both high-resolution and condensed digital formats, with all documentation formatted for letter-size paper. The evaluation will prioritize technical approach and past performance, with these combined factors significantly more important than pricing.

This is a contract with Firm-Fixed-Price (FFP) Contract Line Items (CLINs).
C-001 - STATEMENT OF WORK
Statement of Work for Catalog of Physical Security Retrofit and Mitigation Designs for Department of State Applications
Background The Department’s Bureau of Diplomatic Security (DS) Physical Security Division (PSD) Research and Development Branch (DS/PSD/RD) has developed multiple non-proprietary threat mitigation retrofits and designs. These designs have been developed and validated through testing over the past 20 plus years. This effort will create a catalog of DS/PSD/RD’s work to serve as reference material for Department planners and designers supporting the Department’s overseas missions. DS/PSD/RD is soliciting proposals from qualified architecture and engineering firms to assemble this catalog and create the drawings, conceptual designs, and details required for a designer to implement the threat mitigation technologies into Department construction projects. The resulting catalog will serve as basis of design guidance to support Department’s Fast, Lean, Efficient, Expedient (FLEX) mission which focuses on small, flexible, agile operations, often while keeping a low signature in small island nations (examples: Maldives, Solomon Islands, Tonga, and Vanuatu), which involves meeting physical security requirements amidst resource constraints in austere locations.
Document Number: 19AQMM25Q0284 PROCESSED Page 5 of 58
Catalog The catalog being developed shall contain the basis of design details for various retrofit technologies described in Table 1 of this document. The performer will be provided with mostly drawings that were used to create small scale test samples and some more developed basis of design drawings and use them to create fully developed basis of design drawings, general material list, and specifications in a uniform and standardized format. The format shall be easy for designers to use/implement overseas in their construction, renovation, improvement, or retrofitting projects.
The catalog will cover 7 sections: Blast-Resistant Walls, Perimeter Features Including Perimeter Walls and Fences, Window Catchment Retrofit Systems, Blast Resistant Window Systems, Rocket and Mortar Protection, Small Blast-Resistant Buildings, and Protection from Drones. The primary responsibility of the performer is to start with test article documentation and develop a viable basis of design that is adaptable to site specific constructions. To do this the performer will need to consider common facility features that may be encountered.
Examples of common facility features could be columns, drop ceilings, MEP penetrations, duct work, inside corners, outside corners, or any other building elements. It is requested that responses to this RFP include a list of common building elements the performer plans to consider as typically required detailing as part of this effort. The following are additional examples of construction considerations that may be relevant to the development of a constructible design:
1. a. Background information describing what the retrofit/mitigation was designed to protect against and how was it tested/validated.
b. What basic building structural features are required in order for the retrofit/mitigation to be applied, and what building designs are not appropriate for the retrofit/mitigation to be applied.
i. E.g. hollow masonry block is a poor substrate to attach to and may not even be capable of resisting loads required for a retrofit/mitigation design
c. Consider allowable substitutions for materials to achieve equivalent protection to the materials shown in the designs including all necessary material specifications.
i. E.g. the government furnished drawings of the test article will have used specific materials: bolts, screws, proprietary chemical anchors etc. The performer would use this information to provide appropriate grade of steel, grade of bolts, screw types, required material properties of any chem anchor, etc.
d. Provide practical construction considerations such as: inside corners, outside corners, penetrations such as for plumbing and electrical utilities passage, air flow, heating/cooling, and emergency egress. Provide drawings and/or illustrations as needed.
e. Provide guidance for site-specific situations: seismic, etc.
f. Other design consideration the performer deems necessary for a designed to adequately apply the retrofit/mitigation to a building.
Catalog Designs
Table 1 below shows some of the physical security retrofit/mitigation DS/PSD/RD has identified that will be included in this catalog. It is not practical for DS/PSD/RD to include all of the information associated with the catalog in this RFP. Responders to this RFP should see Annex A for examples of documentation typical of the previous development effort.

Table 1: System Designs within Catalog
Catalog Schedule This work will be done in phases with the above systems marked “base” being the first designs generated in the catalog and the subsequent designs included when the options are executed. The period of performance for the
Document Number: 19AQMM25Q0284 PROCESSED Page 7 of 58 base designs will be 12 months from time of award. The performer will provide costs for adding additional designs to the catalog in groups of 5 for with a period of performance of 7 months from the time of award.
Deliverables The Catalog will be structured into the seven sections above with each section containing retrofit/mitigation designs per table 1. The following will be provided for each retrofit/mitigation technology identified in Table 1:
• Conceptual Rendering
• Provide a rendering of each design to assist in visualizing the aesthetics of each retrofit/ mitigation.
• Basis of Design Drawings, shall be full and complete. At a minimum the drawings shall include all parts and assembly drawings required to accurately convey the details of each technology.
• All necessary labels (including “threat side” and “protected side” where applicable) and metric dimensions to construct these systems.
• General material specifications (grade of steel, grade of bolts, screw types, etc.)
• Where applicable the performer shall identify material substitutions that could be appropriate for each design.
• All necessary views (exploded, cut-out, isometric, plan view, and elevation views)
• A narrative that includes critical information that is unique to each technology. This may include, but not limited to, existing structural requirements, maximum spans, minimum anchorage requirements, environmental limitations, or any other related information.
• The performer shall provide documentation of any calculations or analysis done for optional materials with the goal of ensuring physical security performance is not detracted from the original design.
• A description of the construction considerations needed to adapt the design to various building types:
• What basic building structural features are required for the retrofit/mitigation to be applied.
• Consider allowable substitutions for materials to achieve equivalent protection to the materials shown in the designs including all necessary material specifications.

The catalog shall feature all elements of a standard book, including, but not limited to, cover page, table of contents, disclaimers, ect. All material shall be delivered in Adobe and Microsoft Word format. The digital copy shall be formatted with working bookmarks and other features to easily navigate and search the document.
All drawings shall also be submitted in a common CAD file format. Two versions of a digital catalog; one version shall be a high-resolution file and a second version shall be condensed file intended to be emailed (less than 25MB).
