About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 4, is soliciting a licensed, Nuclear Regulatory Commission–accredited vendor to supply radiopharmaceuticals and calibration sources for the Corporal Michael J. Crescenz VA Medical Center Nuclear Medicine Department under a five-year IDIQ contract, with proposals due September 21 at 3:00 PM EDT.
Place of performance is Philadelphia, PA 19104. The contract period runs October 1, 2026 through September 30, 2031. The vendor must supply 25 distinct line items including sealed cobalt-57 sources, cold kits (MAA, MDP, Mebrofenin, PYP), iodine products, technetium-99m radiopharmaceuticals, and calibration sources. Orders placed during normal business hours (Monday–Friday, 7:00 AM–4:30 PM, excluding federal holidays) must be delivered no later than 8:00 AM the following workday; same-day delivery requires fulfillment within 2 hours.
The vendor must provide proper radioactive material labeling, quality control procedures compliant with NRC, DOT, NHPP, FDA, and OSHA requirements, and an electronic daily dose tracking system compatible with or interchangeable with the CMCVAMC's current Pinestar nuclear medicine information management system. Returns for full credit are permitted only for products ordered in error, damaged in shipment, recalled, or outdated in unopened containers. Monthly invoicing in arrears is required, with payment by electronic funds transfer to the Austin Payment Center.
Award will be made to the lowest priced, technically acceptable quote. The solicitation is unrestricted with no set-aside. An economic price adjustment clause applies based on the CPI-U Medical Care Index. Prospective vendors must be registered in SAM, submit complete pricing for all 25 line items with authorization letters from original equipment manufacturers if not the OEM themselves, and complete required Standard Form 1449 documentation. Amendment 1, effective September 14, clarified delivery location as Philadelphia, corrected a line item designation (HDP Tc99M), and confirmed the Tc99 Sesamibi dose count of 21,505 units. The NAICS code is 325412; PSC is 6505.
