About this opportunity
The Uniformed Services University of the Health Sciences seeks a phenotypic microbial identification system, with quotes due September 8, 2026 at 2:00 PM Eastern. This is a total small business set-aside procurement (NAICS 334516, 1,000-employee size standard) for commercial supplies under FAR Parts 12 and 13, resulting in a single firm-fixed-price purchase order.
Place of performance is Bethesda, Maryland. The system must employ microtiter plates and identify at least 1,000 different species of aerobic gram-negative and gram-positive organisms, multiple anaerobic species, and environmental, marine, veterinary, and clinical microorganisms. Required capabilities include simultaneous incubation of a minimum of 8 plates at temperatures from 22°C to 45°C, plate readings at multiple time points, analysis of 2 different wavelengths, monitoring and comparison of host cellular respiration and microbial growth conditions simultaneously during infection, and included data analysis software. Preferred (but not required) specifications add characterization of yeast, fungi, and mammalian cells; microbial community-level data analysis; and data export capability. Refurbished items will not be accepted.
Evaluation employs three factors in order of importance: (1) technical specifications and performance including processes, quality control, and delivery schedule; (2) past performance based on vendor submissions and government databases including the Supplier Performance Risk System and Contractor Performance Assessment Reporting System, considering work within the past three years; and (3) price for reasonableness. Vendors must register in SAM.gov, complete Section 889 representations and certifications, and hold quoted prices for a minimum of 30 days. Questions are due September 1, 2026 at 2:00 PM EST to Kaysie Taylor (Contract Specialist) and Emily Mashek (Contracting Officer).
