General Information
Basis of Award – Best Value
The government intends to award a single firm-fixed priced (FFP) purchase order to the offeror representing the best value to the government based on the evaluation factors listed below. Evaluation factors are listed in order of importance, with most important listed first. The government will conduct a trade-off between price and non-price factors. The Government is not required to award to the lowest priced offeror. The government reserves the right to award without discussions. The following factors shall be used to evaluate quotes:
(i) Technical: The Government may trade off price for technical specifications and performance, including processes, quality control, and delivery schedule.
(ii) Past Performance: The Government will evaluate the vendor’s past performance history using vendor past performance submissions and Government contract databases including the Supplier Performance Risk System and the Contractor Performance Assessment Reporting System.
(iii) Price: The Government will evaluate the vendor’s proposed price for reasonableness.
(b) Evaluation Approach: The Government intends to award a purchase order to the vendor that provides the best value to the government. This may result in an award to a vendor other than the one with the lowest price. A trade-off analysis will be performed to determine the best value. The perceived benefits of a higher-priced quote must merit the additional cost.
Past Performance Evaluation: Vendors may submit past performance information for the same or similar requirements within the past three (3) years. The Government will assess the quality and relevance of this past performance.
Questions
Vendors must submit all questions about this solicitation in writing to the Contract Specialist and the Contracting Officer by the date and time stated above. All responses to the questions will be in writing, without identification of the questioner, and will be included in an amendment to the solicitation. No telephone inquiries will be accepted.
Quote Submission
Vendors must submit their quotations via email to the Contract Specialist and the Contracting Officer no later than the date and time specified above. FAX quotations will not be accepted. Quotes received after the response date and time will not be considered. Please reference the RFQ name and number in the subject line of email communications. The Government will not reimburse offerors for any information provided to the Government in response to this solicitation.
Section 889
Due to required Section 889 requirements within the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019. All vendors are required to complete representations and certifications within SAM.gov or submit a signed USU Section 889 Representations and Certifications Letter, if requested.
