About this opportunity
The Indian Health Service seeks procurement and installation of a pharmacy intrusion detection system (IDS) at Kayenta Health Center in Kayenta, Arizona, with proposals due September 4, 2026 at 4:00 PM MDT. This is an Indian-Owned Small Business Economic Enterprise (ISBEE) set-aside, restricting competition to eligible Indian-owned firms.
Place of performance is Kayenta Alternative Rural Hospital, Kayenta, Arizona. The scope encompasses furnishing, installing, programming, testing, and commissioning a complete pharmacy IDS including a DMP XR550 control panel, 16 below-ceiling motion sensors (Bosch DS939), eight high-security door contacts (Level II), three arm/disarm keypads (DMP 7160-W), two duress buttons, low-voltage cabling, backup power supplies, and system integration with the existing Lenel access-control system and Government IP network (SIP-based alarm notification). All equipment must be UL-listed and comply with NEC/NFPA 70, NFPA 72, and healthcare facility security requirements including Pre-Construction Risk Assessment (PCRA) and Infection Control Risk Assessment (ICRA) protocols. The contractor must provide one-year warranty covering equipment, workmanship, and installation, plus operational training for designated personnel and complete as-built documentation.
Period of performance runs from Date of Award through project completion. Evaluation applies Best Value Trade-Off methodology across three factors: Technical Capability and Demonstrated Experience (relevant experience at Federal, Tribal, State, or commercial healthcare facilities; compliance with HHS/IHS security requirements; warranty and support details); Price (total firm-fixed cost with line-item breakdown); and Schedule (realistic installation timeline and coordination plan to minimize disruption to pharmacy operations). As technical differences between proposals decrease, price importance increases in the award decision. A mandatory site visit is scheduled September 2, 2026 at 10:00 AM MDT. Technical questions are due August 26, 2026 at 12:00 PM MDT via email to Brandon.Martinez@ihs.gov. NAICS 561621; PSC N063.
