About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 (VISN 15) seeks a firm fixed-price, requirements-based IDIQ contract for pharmacy compounded sterile preparation services, including all medications, diluents, fluids, IV tubing, closed system drug transfer devices, and related compounding and administration supplies. The VA requires the contractor to aseptically compound hazardous and non-hazardous intravenous products in accordance with federal, state, and local laws, as well as USP 797, 800, and 795 standards, with FDA 503A compliance mandatory. Key contract requirements include next-day delivery by 9:00 AM CST for orders submitted by 2:00 PM CST, provision of segregated shipment and labeling for hazardous versus non-hazardous compounds, monthly viability results and certification reports, and annual updates to the VHA Pharmacy Benefits Management Assessment Guide for Compounded Sterile Preparations. Evaluation will be conducted using three primary criteria: technical capability, past performance, and price, with technical capability and past performance weighted more heavily than price. Critical deadlines include March 20, 2026, at 1:00 PM CST for submission of technical questions and April 7, 2026, at 1:00 PM CST for proposal submission, with all inquiries and responses directed to maria.owen2@va.gov.

This is an unrestricted acquisition with no set-aside designations, and no current incumbent contractor is identified in the solicitation materials. The estimated annual requirements total approximately 11,430 units of pharmaceutical products and 32,039 units of ancillary supplies across seven VA medical facilities, with the St. Louis facility representing the largest volume at approximately 85% of total drug requirements. The contract will run for five annual ordering periods from June 1, 2026, through May 31, 2031, representing a potential five-year engagement. Pricing is all-inclusive with no additional charges permitted for weekend deliveries or other services. Performance of work will occur primarily at the Leavenworth, Kansas location, though the contractor will serve 11 VA medical centers across Kansas, Missouri, and Illinois, including Columbia, Kansas City, Leavenworth, Topeka, Wichita, St. Louis (two locations), Poplar Bluff, Cape Girardeau, Marion, and Evansville. The small business size standard under NAICS code 325412 (Pharmaceutical Preparation Manufacturing) is 1,300 employees.
