About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks pharmaceutical repackaging services for seven Central Mail Outpatient Pharmacy (CMOP) facilities nationwide, with proposals due June 4, 2026, as extended by Amendment 0003. The procurement is unrestricted and uses a firm-fixed-price, indefinite-delivery contract vehicle with a five-year base period (February 1, 2026 through January 31, 2031) plus one six-month extension option.
Place of performance is Leavenworth, Kansas. The contract carries a minimum value of $20,000,000 and maximum value of $125,000,000. Pricing is submitted on a per-bottle repackaging fee basis that includes all labor, G&A, supplies, and shipping. The anticipated annual volume is approximately 17 million repacked bottles across bottle sizes ranging from 15-count to 950-count.
The contractor must be FDA-registered and DEA-certified for Classes III, IV, and V controlled substances, operating in compliance with current Good Manufacturing Practices, FDA, DEA, and EPA regulations. The contractor is responsible for receiving, validating, and repacking bulk pharmaceuticals per task order instructions, shipping finished products FOB Destination to designated CMOP locations within ten calendar days of receipt. Secure segregation of Government-owned pharmaceuticals from other products and compliance with Drug Supply Chain Security Act (DSCSA) requirements are mandatory. Service Contract Act wage determination applies based on contractor facility location.
Evaluation prioritizes technical capability (operational capabilities, quality control, management and contingency planning, licenses and security compliance) and past performance from similar contracts within three years, with technical and past performance combined significantly more important than price. The NAICS code is 561910, Packaging and Labeling Services. Amendment 0003 added a 950-count bottle size, revised pricing quantities, and incorporated FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors).
