About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks pharmaceutical repackaging services for its National Consolidated Mail Outpatient Pharmacy (CMOP) program, with proposals due February 6, 2026. Amendment 0002 extends the original December 10 deadline and updates the Performance Work Statement, pricing schedule, and sample submission address to the VA CMOP facility in Hines, Illinois. Offerors must acknowledge receipt of this amendment prior to submission or face rejection.

Place of performance is Leavenworth, Kansas. The incumbent contractor is Aphena Pharma Solutions under contract 36C77020D0001.

The contractor shall repackage oral solid pharmaceuticals into unit-of-use bottles ranging from 15-count through 360-count and bulk sizes from 1-liter to 4-liter, with the Government estimating approximately 17 million repacked bottles annually (over 70 percent being 120cc bottles). All work must comply with FDA, DEA, and EPA regulations; current Good Manufacturing Practices (cGMPs); and Drug Supply Chain Security Act (DSCSA) requirements. The contractor must maintain FDA registration and DEA certification for Class III, IV, and V controlled substances. Product labels must include fill size, strength, drug name in bold font, dual barcode formats (1D Code 128 and 2D QR code), lot numbers, expiration dates, and NDC information in DSCSA compliance. Repacking must be completed within ten calendar days of receipt with FOB Destination shipping. The contractor shall provide all bottles, caps, and labels meeting specified quality standards, including third-party testing data demonstrating cap-bottle assembly compliance with CPSC child-resistant effectiveness standards per 16 CFR 1700. Government-owned pharmaceuticals must be physically segregated from non-government product, with the contractor responsible for damage or losses at prices paid by CMOP. The contractor must establish secure web-based ordering systems and provide detailed reporting including per-order sales reports and CSV files with invoice data, NDC, lot numbers, expiration dates, quantities, and batch information. Task orders over $250,000 require a Contracting Officer warrant at NCO 15 level. The NAICS code is 561910, Packaging and Labeling Services; PSC is Q999, Medical-Other.
