Qualified offerors must be established French businesses with Certibiocide certification, appropriate French labor and safety certifications, and EUR8,000,000 in bodily injury insurance and EUR2,500,000 in property damage insurance per occurrence. The government will award the contract to the lowest priced technically acceptable responsible offeror and may award based on initial offers without discussions. The offer submission deadline is April 23, 2026, at 18:00 local French time, as amended on April 10, 2026, and all responses must be submitted electronically to ParisContracting@state.gov. Prospective offerors must be registered in the System for Award Management (SAM) database prior to submission.
No set-aside designations apply to this solicitation. The resultant contract will be a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year beginning June 1, 2026, plus two optional one-year extensions. The contract value ranges from a minimum of EUR2,000 to a maximum of EUR160,000 across all performance periods, with standard services priced as fixed monthly rates in Euros with VAT listed separately, while temporary services utilize fixed hourly rates for technician labor plus trip costs with a maximum yearly material and equipment allowance of EUR10,000. The solicitation covers pest control services across fourteen primary building complexes and facilities spanning multiple locations throughout Paris, including the Chancery A & B buildings, the Raphael Building, CMR Residence, residential properties, and various compounds.
