About this opportunity
The U.S. Geological Survey seeks pest control services for the Guam Magnetic Observatory, with quotations due September 4, 2026. The procurement is a total small business set-aside under NAICS 561710, restricted to firms with annual receipts under $17.5 million.
Place of performance is Guam. The contractor shall provide monthly extermination services across five buildings (Quarters 1, Quarters 2, Office Building, Shop/Garage Building, and Variations/Combo Building), ensuring they remain free of termites, rodents, bugs, and pests. A critical requirement mandates that all extermination systems at the Combo/Variations building and within a 300-foot radius of magnetic operations buildings must be 100 percent non-ferrous and non-magnetic to protect the observatory's continuous data collection operations; ferrous tools must be removed from the site after work completion. Services include EPA-approved pesticide application, installation and maintenance of extermination systems, and removal of pest evidence and fecal matter. The contractor must coordinate with the USGS Facility Manager at least 48 hours in advance, hold current Government of Guam pest control certifications, and work within standard hours of 7:00 a.m. to 6:00 p.m. Monday through Friday. A mandatory site visit is scheduled for August 25, 2026, at 9:00 a.m.
The base period runs October 1, 2026 through September 30, 2027, with four one-year option periods and an optional six-month extension through March 31, 2032. Evaluation criteria are technical capabilities and key qualifications (pass/fail), past performance with two to five references, and price, with technical merit weighted more heavily than price. Offerors must register in SAM and submit individual line-item pricing broken down by year. The RFQ follows FAR Part 12 (Commercial Items) and FAR 13.5 (Simplified Procedures).
