The base period runs from October 1, 2026, through September 30, 2027, with four one-year option periods and an optional six-month extension through March 31, 2032. Normal working hours are 7:00 a.m. to 6:00 p.m., Monday through Friday. The contractor must hold a current contractor license issued by the Government of Guam and comply with all federal, territorial, and local laws. A mandatory site tour is scheduled for August 25, 2026, at 9:00 a.m. Quotations must be submitted electronically by September 4, 2026, at 12:00 p.m. (Mountain Standard Time) to Kekila_keuma@ios.doi.gov. Evaluation criteria include technical capabilities and key qualifications (Pass/Fail), past performance with two to five references, and price. The offeror must be registered in SAM and provide a Unique Entity Identifier (UEI), point of contact, pricing broken down by year with individual line items, and certification documentation for both primary and sub-contractors. This acquisition is set aside for small businesses under NAICS code 561710 (Exterminating and Pest Control Services) with a size standard of less than $17.5 million in annual receipts.

STATEMENT OF WORK FOR PEST CONTROL SERVICES AT GUAM MAGNETIC OBSERVATORY
PROJECT BACKGROUND AND PURPOSE
The Guam Magnetic Observatory was constructed in 1966-67 on Anderson Air Force Base property on the northwest side of the island of Guam. The observatory contains six buildings located on approximately 30.8 acres of land. The buildings include two Quarters Buildings, a Shop/Garage, a Variations Building, an Absolutes Building, and an Office Building (Fig. 1). The observatory serves as part of the U.S. Geological Survey’s network of seismic and magnetic observatories. The data collected at the observatory aids a program which provides alerts for local, regional and national emergency services;
all of these buildings are identified as essential to this mission. Therefore, extermination of termites and controlling rodents in the five buildings, as identified in Section 4, is critical to the operation and maintenance of the site.

SCOPE OF WORK
The contractor shall complete monthly extermination services for the following buildings. (Fig. 2 - 7).
a) Quarters 1
b) Quarters 2
c) Office Building
d) Shop/Garage Building
e) Variations/Combo Building.
1. Ensure all five buildings, inside and out, are free of termites, bugs, and pests for the life of the contract.
a. Apply pesticides where needed.
i. All spray-like pesticides used for extermination shall be applied using Environmental Protection Agency (EPA) standards.
b. No evidence of fecal matter or corpses shall be present inside the buildings.
i. All evidence shall be cleaned up and disposed of properly within the same visit.
c. Any corpses of rodents (e.g., mice, rats) found on the exterior perimeter of the buildings shall be removed and disposed of properly within the same visit.
d. No fumes shall be present inside the buildings.
i. If fumes are present, the source of the fumes shall be determined and remediated, and the area shall be cleaned and sanitized according to federal, state, and territorial guidelines within the same visit.
2. Install extermination systems that are safe for the environment, domesticated pets, protected wildlife, and humans.
a. A diagram identifying each system, whether the system is ferrous or not, and its location at each building shall be provided for review and approval by the FM.
i. Diagram can be an emailed hand drawn picture but must be clear and concise.
b. Non-magnetic or non-ferrous extermination systems shall be installed at the Combo building only. The remaining four buildings do not require non-magnetic or non-ferrous systems. All non-ferrous extermination systems shall be approved by the USGS
FM.
i. Any systems or items that are installed and that are ferrous in nature shall immediately be removed and replaced with a non-ferrous system or item at no extra cost to the government.
Ferrous defined: Any metal that is primarily composed of iron and has magnetic properties in it. Some common ferrous metals include alloy steel, carbon steel, cast iron, and wrought iron.
c. Ensure systems of extermination are maintained in good condition and are secure.
i. No system shall cause any harm to humans and shall be marked with wording identifying any dangers.
d. It is understood that ferrous tools or items may need to be used during the periodic extermination service. However, all such items shall be removed completely from the site after work is completed. If disturbances in data are found after a periodic service due to vendor-introduced ferrous items, the vendor will be required to remove them as soon as possible and report the removal to the FM.
3. Observe and adhere to Federal Environmental Health, EPA, and territorial policies involving extermination procedures and standards. Failure to do so shall become the sole responsibility of the awarded vendor.
4. Provide copies of all professional extermination certifications granted by the Government of Guam (electronic copies in pdf format are acceptable) to both the CO and FM prior to the Notice to Proceed
(NTP).
It is very important that the successful bidder understands that the location of this contract will be at a magnetic observatory and that the observatory is to remain operational throughout the life of this contract. Data important to the security of the country and its defense is collected continuously 24 hours http://www.fws.gov/pacificislands/species.html per day, seven days per week. Any disturbance due to the presence of ferrous material corrupts that data and renders it unusable. It is paramount that the awarded vendor realizes this and adheres to USGS requirements for maintaining a non-ferrous environment. Work shall be conducted without disruption to the USGS’s data collection activities as much as possible and in close coordination with the USGS FM.
5. Contractor shall coordinate with the USGS FM, through an email, 48 hours in advance of when the site maintenance shall be conducted.
SCHEDULE
The contractor shall (a) commence work under this contract once given the Notice to Proceed (NTP) by the Contracting Officer, (b) prosecute the work diligently, and (c) complete all work indicated by the SOW.
HOURS OF OPERATION
Normal working hours shall be 7:00am-6:00pm, Monday-Friday. The contractor shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the Contracting Officer. Requests to work at times other than normal hours shall be made in writing.
SPECIAL SITE CONSIDERATIONS (SSC)
1. This project is located at a magnetic observatory that collects continuous data about the Earth’s magnetic field. The contractor shall not work or store equipment or materials within a 300-foot radius (fig. 1a) of the 2 magnetic operations buildings (the Combo/Variations and Absolutes buildings) unless approved by the USGS FM. Any permanently installed materials within a 300-foot radius of the 2 magnetic operations buildings shall be 100 percent non-ferrous and shall be subject to inspection and approval by the USGS FM prior to installation.
2. Access to the site and its building will require use of gate access codes and keys. Codes and keys will be provided after award. Both the gate codes and lockbox (for keys) combinations will be provided to and controlled by contractor’s superintendent or lead person. No other individuals shall have access.
Keys will not leave the site and shall be placed back inside the lockbox prior to leaving for the day.
Lost keys shall be replaced by the contractor, and if applicable, any locks and deadbolts shall be replaced for the relevant buildings.
3. The Guam Magnetic Observatory property contains two occupied residential quarters that will be affected by the work in this contract. The contractor shall take special consideration to minimize any effect this work may have on the quarters’ tenants and their work there. The contractor shall also coordinate periodic services involving those quarters with the Site Contact listed in the Points of Contact.
SPECIAL CONTRACTOR REQUIREMENTS
Site Conditions Survey
The contractor shall be responsible for visiting and inspecting the site to verify measurements, ascertain the nature and quality of the work to be performed, inform themselves of the general and local conditions (which can affect the work or the cost thereof), and compare the specifications with the work to be performed. Failure to do any of the above will not relieve the successful contractor of his or her responsibility for estimating properly the difficulty or cost of furnishing materials and successfully performing the work in accordance with the true meaning of the specifications without additional costs to the government. All materials, supplies, and labor, other than those identified as supplied by the USGS, will be included in the bidder’s proposal.
Codes and Standards
The contractor shall be responsible for complying with all Federal, territorial, and local laws, codes, and regulations in connection with the execution of the work. Contractor is required to have a CURRENT contractor license issued by the Government of Guam.
List of contractors
For purposes of monitoring compliance with the insurance, site access and payroll reporting requirements of this contract, the contractor shall furnish a list of all contract employees to the Contracting Officer.
This list shall identify those individuals that are qualified by the contractor to perform required duties as established by this SOW.
Disposal of Debris
