Place of performance is the Shiprock Agency Division of Transportation at 304 North Auburn Avenue, Suite E, Farmington, New Mexico, with work on routes N35, N502, N5060, N5068, N5069, N5099, N5112, and N5514 located in Utah, Arizona, and New Mexico. The period of performance runs September 16 through September 30, 2026. The NAICS code is 237310 (Highway, Street, and Bridge Construction), and the product/service code is Z2LB (Repair or Alteration of Highways/Roads/Streets/Bridges/Railways). The small business size standard is $45 million.
Work consists of applying waterborne Type B reflective pavement markings in 4-inch-wide stripes totaling 81.4 miles across the eight routes, including 811,538 linear feet of solid white lines, 309,939 linear feet of solid yellow lines, and 311,784 linear feet of broken yellow lines, plus specialized markings (one crosswalk, two left arrows, two straight/right arrows, one "ONLY" word marking, and six stop bars). All work must comply with FP24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, Section 634, including application at pavement and air temperatures above 50°F and a minimum 15 mil wet film thickness. A 100-foot field demonstration for white paint and 200-foot demonstration for yellow paint is required one day before production begins. Payment is made by progress payment method based on accepted quantities. Offerors must submit a signed Indian Economic Enterprise Representation Form; failure to do so may result in disqualification. Service Contract Act prevailing wage rates apply for San Juan County, New Mexico.
