About this opportunity
The USDA Forest Service is procuring the manufacture, delivery, and installation of a PEPRO communications shelter system for the Barlow District Office at Mt. Hood National Forest in Oregon. This firm-fixed-price procurement requires vendors to provide a complete turnkey solution including a 6'x6'x8' walk-in communications shelter with an integrated 40-foot articulating mast, specialized antennas, power systems, HVAC equipment, and all associated infrastructure components. Critical vendor qualifications include manufacturer's certification for PEPRO shelter installation training, capability to handle both construction and demolition activities with appropriate bonding and insurance, and ability to complete the project within 18 months of contract award. The evaluation will focus on technical compliance with Bill of Materials requirements and lowest evaluated price among qualifying vendors. Questions must be submitted by July 28, 2025 at 5:00 PM ET, with quotes due to Molly Donoghue at molly.donoghue@usda.gov by August 11, 2025 at 5:00 PM ET.
This opportunity operates under NAICS code 334220 with no set-aside designation, making it open to all qualified vendors in the radio and television broadcasting equipment manufacturing sector. No current contractors or incumbents are identified in the documentation, though the procurement involves replacing existing infrastructure including a 90-foot stainless steel tower and 6'x8' fiberglass shelter weighing approximately 3,000 pounds. While specific contract values are not disclosed, the Forest Service's annual LMR communications shelter budget ranges from $1.5 million to $5 million, and the procurement falls under simplified acquisition procedures with a value below $7.5 million. The 18-month performance timeline begins upon contract award, with the new shelter requiring delivery to 780 NE Court Street in Dufur, Oregon at least four weeks prior to installation. Performance will occur at the specified coordinates on Mt. Hood National Forest property, where the contractor must manage complete demolition of existing structures, asbestos testing requirements, debris disposal at Columbia Ridge Commercial Landfill, and installation of the new communications infrastructure.
