About this file
This is a Questions & Answers document dated 8/7/2025 for federal contract solicitation SOL 12760425Q0051, regarding PEPRO Communications Shelter installation for MT. Hood National Forest. The project involves removing an existing 90-foot SST tower and 6x8 fiberglass shelter (approximately 3,000 lbs) and installing a new PEPRO 6'x6'x8' shelter with an integrated 40-foot mast. The new shelter will be placed on the existing foundation and shelter pad, which will remain in place.
Key operational details include excellent site access with roads capable of handling heavy equipment and cranes, though the shelter's elevated location within the compound requires crane operations for both removal and installation. All debris must be disposed of at Columbia Ridge Commercial Landfill & Recycling in Arlington, Oregon, with mandatory asbestos testing required before disposal at any Oregon landfill - vendors must include asbestos testing costs in their quotes. Contractors must obtain construction bonding and requisite insurance sufficient to support both construction and demolition activities for this project.

PEPRO Communications Shelter for MT. Hood NF
Questions & Answers
8/7/2025
Q: Do we have the size, section dimensions, or approximate weight of the existing tower to be removed?
A: The existing tower is a 90' SST tower. A crane will be required to complete.
Q: Are there any specifications available regarding the existing shelter's weight or dimensions?
A: The shelter to be removed is a 6x8 fiberglass shelter. Approx. 3000 lbs.
Q: Is the current shelter foundation to remain in place, and if so, what should be done if it extends above grade (e.g., 6–12”)?
A: The shelter pad and tower base can remain and will be where the new shelter is placed.
Q: Will the new shelter be placed on the existing foundation?
A: Yes.
Q: Do we have the weight or dimensions of the new shelter to confirm compatibility?
A: PEPRO 6’x6’x8’ shelter with an integrated 40’ mast.
Q: Can the site be accessed by crane or boom truck for both removal and installation tasks?
A: Yes. The road is in great condition, can handle heavy equipment, has no sharp turns, and has plenty of room at the top for large equipment.
Q: Are there any access limitations (road width, weight limits, terrain issues, etc.) we should be aware of?
A: The shelter is located on an elevated section of the compound; a crane will be required to remove the old shelter and place the new shelter.
Q: The Supplemental SOW mentions disposal at a landfill and uses the phrase “otherwise test for asbestos.” Could you clarify under what conditions testing would be required?
Should a specific landfill be used?
A: All Oregon landfills require asbestos testing before they will accept the shelter/tower. Vendors must include the cost of asbestos testing in their quote. Tower and shelter debris should be disposed of at Columbia Ridge Commercial Landfill & Recycling located at 18177 Cedar Springs Ln, Arlington, OR 97812.
Q: Can you confirm whether bid, performance, or surety bonding is required for this project? Or is standard contractor bonding/insurance with the government listed as additional insured sufficient?
A: The contractor will be required to obtain construction bonding and requisite insurance sufficient to support the construction and/or demolition, as applicable
