About this opportunity

The USDA Forest Service is procuring a PEPRO Dual Micro Communications Shelter that requires manufacture, delivery, installation, and removal services for Boot Mountain in the Rio Grand National Forest. This firm-fixed-price purchase order specifically requires new equipment only and mandates that contractors be certified by Pioneer Energy Products to install PEPRO brand shelters, as the procurement is limited to this brand name due to unique technical requirements including minimal ground disturbance installation, Faraday cage electromagnetic protection, and an articulating tower system. The contractor must provide complete project management services, coordinate complex helicopter logistics for the remote installation site, and ensure compliance with nationally recognized building codes and TIA-222 standards. Evaluation will be based on products meeting technical requirements and lowest evaluated price, with no partial quotes accepted. Questions must be submitted by August 15, 2025 at 5:00 PM ET, with quotes due to Derick Yara at derick.yara@usda.gov by August 22, 2025 at 5:00 PM ET.

This procurement does not utilize any set-aside designation and is part of the Forest Service Chief Information Office Land Mobile Radio Group's annual budget allocation of $1.5 million to $5 million for maintaining communications infrastructure across the National Forest System. The contractor must complete delivery and installation within 22 months of contract award at the remote site located at coordinates N37°55'13.54", W106°32'28.93" at 12,436 feet elevation, accessible only by helicopter or ATV plus hiking. The scope includes installing a dual-bay micro shelter with integrated 20-foot articulating mast, solar power system, specialized antennas, and 27 steel ballasts weighing 100 pounds each, while also removing and disposing of the existing 1,200-pound shelter structure. The shelter must be delivered to Del Norte, Colorado, with the final installation performed at the remote Boot Mountain location on the Saguache Ranger District. The procurement requires coordination with Forest Aviation Managers for airlift operations and includes provisions for a 20-year warranty on the installed shelter system.
