About this opportunity

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is seeking a Multiple Award Task Order Contract (MATOC) called Artificial Intelligence and Software at Pace (AIS@P) to support the Program Executive Office Intelligence Electronic Warfare and Sensors (PEO IEW&S). The contract will establish two primary vendor pools focusing on Artificial Intelligence/Machine Learning (AI/ML) and Software Development capabilities, aimed at rapidly developing advanced technological solutions for military intelligence and electronic warfare systems. Vendors will be evaluated across seven sub-requirement pools, including AI Onboarding Support, Data Management & Labeling, Model Development & Training, Test & Evaluation, Software/Systems Engineering Support, EMS Techniques Development, and Infrastructure as a Service. Interested vendors are expected to review the draft Performance Work Statement and complete a Microsoft Forms survey by January 6, 2025, with an Industry Day scheduled for January 7, 2025. The government plans to release additional solicitation details in the coming weeks and encourages constructive feedback from potential contractors.

The contract will have a 5-year base period with one 5-year option period and a total ceiling of $999 million, with a minimum guarantee of $500,000 per awardee. No specific set-aside is currently designated, though the AI Onboarding Support sub-pool (sRP 1.1) will be set aside for small businesses. Contract types will include Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), and Cost Plus Incentive Fee (CPIF). The government anticipates making approximately 30 awards across the various requirement pools, with security clearance requirements reduced from Top Secret/Sensitive Compartmented Information (TS/SCI) to Secret for base awards. Task orders are expected to be awarded within 30 days, with typical performance periods around 6 months, and the contract will support deployment of AI capabilities across multiple domains including imagery, text, signals, and cyber operations.
