About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking a tailorable data integration solution for the Army Data Platform (ADP) 2.0 program. The contractor will provide software, personnel, and services to support the Army Vantage platform, with the primary objective of integrating, analyzing, and visualizing information from multiple disparate data sources. Key requirements include the ability to integrate current, future, and historical structured and unstructured datasets, perform predictive analytics, and provide forecasting capabilities using commercially available products without custom code. The solution must enable baseline operational workflows and make data immediately understandable and actionable for end-users. The Request for Information (RFI) is seeking industry feedback on the acquisition approach, with responses due by October 16, 2024, at 4:00 P.M. CST through SAM.gov, CHESS, or NITAAC platforms.

The procurement is not designated with any specific set-aside and will be structured as a multi-award task order indefinite delivery/indefinite quantity (MATOC) contract with up to five potential vendors. The acquisition approach aligns with the DoD Software Acquisition Pathway and aims to maximize innovative technologies while establishing self-service data product management. The contract will leverage agile continuous integration/continuous deployment (CI/CD) methodology and maintain continuous competition. While specific award values are not explicitly stated, the program is designed to provide enterprise data platforms from multiple vendors, suggesting a potentially significant contract opportunity for computer systems design and information technology services. The procurement falls under NAICS Category 541512 (Computer Systems Design Services) and PSC Category DA01 (IT and Telecom - Business Application/Application Development Support Services), indicating a focus on advanced technological solutions for data integration and management.

Amendment 2 - The Army Data Platform MATOC IDIQ is on “indefinitely hold” as the Army is reviewing the program’s strategy. ADP appreciates industry's feedback, involvement, and commitment, which has been invaluable in shaping our platform acquisition strategies.

Thank you for your understanding and continued interest in working with the Army.

The KTR shall provide all software, personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform continued product support of Army Vantage as defined in this Performance Work Statement except for those items specified as government furnished property and services.

The Army requires a tailorable data integration solution that integrates, analyzes, and visualizes information from multiple disparate data sources. The solution will make data available for use either using the tools available in the KTR’s product or made available to the Government’s third-party tools and other data platforms. If the KTR’s tools are used, they will present information in a way that is immediately understandable and actionable for an everyday end-user – enabling baseline existing operational workflows and applications.  The solution must integrate both current, future, and historical structured/unstructured datasets, and if not done by users using Government tools external to the platform, perform predictive analytics, and provide forecasting. The product(s) must be commercially available without custom code for the Army.
