This document is a Request for Information (RFI) for the Army Data Platform 2.0 (ADP 2.0) contract opportunity. The Army is seeking a tailorable data integration solution that can integrate, analyze, and visualize information from multiple disparate data sources. The solution must integrate current, future, and historical structured/unstructured datasets, perform predictive analytics, and provide forecasting capabilities. The products must be commercially available without custom code. Key requirements include platform capabilities in the connection, transformation & data product, and data visualization layers. Desired capabilities include self-service data preparation, data governance support, and managed services. The RFI is issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal. This is a pre-solicitation for the upcoming ADP 2.0 contract, which will provide continued product support for the Army Vantage platform.

Army Data Platform 2.0 Terms and Definitions
TERM
DEFINITION
Analytic Tools
A capability that provides data visualizations and reports. Analytic tools can be integrated within a platform, or they can be a plug in approved by the Army.
Application Programming Interface (API)
A set of routines, protocols, and tools for building software applications.
Army Data Catalog
The Army Data Catalog is one of four components of the Data Mesh. It provides data definitions, data discover, and data management functions to automate data governance.
Attribute Based Access Control (ABAC)
Access control based on attributes associated with and about subjects, objects, targets, initiators, resources, or the environment. An access control rule set defines the combination of attributes under which an access may take place.
Authority to Operate (ATO)
Authorization granted by an Authorizing Official for an information system to process information based on results of a security evaluation of the system.
Authorizing Official (AO)
Senior official or executive with the authority to formally assume responsibility for operating an information system at an acceptable level of risk to organizational operations (including mission, functions, image, or reputation), organizational assets, individuals, other organizations, and the nation.
Data API services
Data as a service enabled through API design capabilities to - Create and manage outbound API endpoints over existing data assets. - Handle inbound API consumption to ingest internal and external data.
Data Domain
An organization having specific functional expertise to produce data products that can be shared and consumed by other data domains based on 58 mission need. Data Domain Owners govern what data is presented and who is allowed to use it.
Data governance support
Capabilities that assist data governance mandates (e.g., data quality, data lineage, policy enforcement, masking, and annotation) while handling data for meeting specific use cases (e.g., master data management and operational data sharing).
Data governance support
Capabilities that assist data governance mandates (e.g., data quality, data lineage, policy enforcement, masking and annotation) while handling data for meeting specific use cases (e.g., master data management and operational data sharing).
Data Product
A pre-packaged curated set of data to satisfy the Army’s mission need. Data products are designed to be high quality, easy to use, self- describing and easy to share.
IaaS
Infrastructure as a Service (IaaS) is a type of cloud computing service that offers essential compute, storage, and networking resources on demand, on a pay-as-you-go basis. IaaS lets you bypass the cost and complexity of buying and managing physical servers and datacenter infrastructure. Each resource is offered as a separate service component, and you only pay for a particular resource for as long as you need it.
Interoperable
A visible, accessible, understandable, linked, trustworthy, interoperable, secure (VAULTIS) attribute. Consumers and producers have a common representation and comprehension of data
Managed Service Provider
An MSP is a company that helps organizations manage and optimize their cloud-based resources. This could include overseeing cloud infrastructure, supporting cloud-based applications, and offering insights and expertise.
Minimum Viable Capability Release (MVCR)
The initial set of features suitable to be fielded to an operational environment that provides value to the warfighter or end user in a rapid timeline. The MVCR delivers initial warfighting capabilities to enhance some mission outcomes. Minimum Viable Products (MVPs) are generally low to moderate fidelity while MVCRs refer to mission-capable products intended for production use. MVPs might just be clickable wireframes, but MVCRs should represent production systems with full authority to operate (ATO) and use production data. For ADP 2.0, MVCR is the deployment of a production ready Data Management Platform.
Platform
A fully integrated collection of tools that together provide all Platform Capabilities that allow users to capture, modify and operationalize data.
Platform as a Service (PaaS)
PaaS is a complete development and deployment environment in the cloud, with resources that enable you to deliver cloud-enabled applications. PaaS includes infrastructure—servers, storage, and networking—but also middleware, development tools, business intelligence (BI) services, database management systems. PaaS is designed to support the complete web application lifecycle- building, testing, deploying, managing, and updating. Risks can include an existing tool’s ability to integrate within an existing PaaS environment.
Platform Capabilities
A description of components and functions an integrated data platform can perform. Platform capabilities are categorized within three layers of the platform: Connection Layer, Transformation & Data Product Layer, and the Data Visualization Layer.
Self-service data preparation
The suitability of data integration tools to support a range of business roles (e.g., citizen integrators and business analysts) for self-service data integration. The emphasis is on empowering nontechnical staff members who use various techniques, such as low-/no-code data access, profiling, transformation, wrangling, filtration, enrichment, issue, and outlier fixing, and basic modeling.
Services
Professional Services (Technical labor resources) to implement customer directed solutions using Platform Capabilities and Tools.
Software as a Service (SaaS)
Allows users to connect to and use cloud-based apps over the Internet and provides a complete software solution that you purchase on a pay-as-you-go basis from a provider. All the underlying infrastructure, middleware, app software, and app data are in the service provider’s data center. The service provider manages the hardware and software, and with the appropriate service agreement, will ensure the availability and the security of the app and your data as well. SaaS allows organizations to get quickly up and running with an app at minimal upfront cost.
System Integrator (SI)
An enterprise specializing in implementing, planning, coordinating, scheduling, testing, improving and sometimes maintaining a computing operation. SIs facilitate coordinating disparate suppliers.
Tool
Software that provides one or a few of the Platform Capabilities, while relying on a separate Platform to provide the remainder.
Vendor
A company that creates/offers tools or platforms to help organizations meet their technology needs.
