About this opportunity

The United States Department of Agriculture (USDA) Client Experience Center is procuring a comprehensive PDF Software Suite and Maintenance solution through solicitation number 12314425Q0245. The procurement seeks enterprise-wide licensing for PDF software and related applications to serve approximately 3,500 Field Service Center Agencies across USDA's nationwide network of 15,000 offices, with a maximum estimated requirement of 70,000 licenses. Key contract requirements include providing comprehensive licensing coverage, maintenance support, monthly license inventory reports, quarterly program management reviews, and an online tracking portal for license management. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation methodology on a firm fixed price basis as a single-award Delivery Order with Options (DOWO). Critical dates include a deadline for questions by 3:00 PM ET on September 23, 2025, with quotes due by 5:00 PM ET on September 25, 2025, and contract award anticipated on or before September 28, 2025.

This opportunity is specifically set aside for 8(a) Tribal and Alaska Native Corporation vendors only, requiring contractors to be US-based with active SAM.gov registration. While the USDA currently uses Adobe PDF software and all referenced products are Adobe-based, this is structured as a "brand name or equal" solicitation that will consider alternatives to Adobe, with transition costs factored into the LPTA decision. The contract spans a one-year base performance period from September 28, 2025, to September 27, 2026, covering substantial quantities including 70,000 PDF Pro licenses, 1,160 All Apps and Single Apps licenses, and various other software products such as Captivate, FrameMaker, and RoboHelp. The primary place of performance is Fort Collins, Colorado, where the USDA-CEC ordering office is located, though the software will serve USDA agencies nationwide. All PDF editor licenses will be ordered through USDA-CEC and executed bi-annually through contract modifications.

Notice text

The purpose of this solicitation is to acquire, on an as-needed basis, under a single-award Delivery Order with Options (DOWO)  PDF Suite License Software Maintenance solution. Maintenance renewals and upgrades on this DOWO shall be available to all USDA agencies regardless of original origin of purchase.

This solicitation is specifically set-aside for 8(a) Tribal and Alaska Native Corporations only.  The USDA is currently seeking a PDF Software Suite and Maintenance solution.  USDA currently uses Adobe PDF software and all items listed in this solicitation reference current Adobe products.  This is a brand name or equal solicitation and alternatives to Adobe will be considered.  Pricing must include any transition costs that would occur from implementing a PDF solution other than Adobe, and those prices will be considered in the Lowest Price Technically Acceptable decision. All information can be found on the attached documents including the Combined Synopsis and Solicitation, Statement of Work, Requirements List, and Provisions and Clauses for further details.
