About this opportunity
The Naval Supply Systems Command, on behalf of the Naval Medical Research Unit San Antonio (NAMRU-SA), is soliciting an Applied Biosystems QuantStudio 7 Pro PCR machine package with proposals due August 14, 2026. The procurement is a women-owned small business sole source, limiting competition to firms meeting WOSB status.
Place of performance is Fort Sam Houston, San Antonio, Texas. The PCR instrument package includes a 384-well plate block, 96-well plate block upgrade, portable analyzing laptop with analysis software, OEM-certified professional installation, training, one-year warranty, and optional annual maintenance for years two through four. Delivery is required within 90 days of award.
Technical requirements include a minimum of six excitation and six emission filters supporting up to 21 distinct filter combinations; user-interchangeable 96-well and 384-well blocks without requiring factory recalibration; native compatibility with existing TaqMan assays and SYBR Green chemistries without protocol modifications; independent onboard touchscreen control; pre-configured portable laptop with automated relative quantification and data normalization; algorithm and optical baseline standardization with the existing QuantStudio platform to enable longitudinal data comparison without bridging studies; and OEM-certified professional installation with comprehensive training and service support. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC code is 6640, Laboratory Equipment and Supplies.
Quotes are subject to 180-day validity following solicitation closing. Award will be firm fixed price to a single vendor based on technical compliance and pricing. Submissions must be electronic to Cory Georgeson and Jacob Gephart.

Need Description:
Polymerase Chain Reaction (PCR) instrument package, including installation, 96 well plate block, 384 well plate block,
portable analyzing laptop, analyzing software, warranty, training and maintenance.
Salient Characteristics (description of physical, functional, or performance features):
1.) Optical System & Multiplexing: The system must feature an advanced optical system utilizing a minimum of six (6)
excitation and six (6) emission filters, capable of yielding up to 21 distinct filter combinations to support high complexity
multiplexing experiments.
2.) Interchangeable Block Architecture: The system must utilize a single base unit that supports user-interchangeable
96-well and 384-well blocks. The system must allow users to shift between formats without requiring the purchase of two
separate machines or requiring factory recalibration upon swapping.
3.) Reagent Compatibility: The system must possess native, out-of-the-box compatibility with existing laboratory
inventories of TaqMan assays and SYBR Green chemistries without requiring protocol modifications.
4.) Onboard Operational Control: The instrument must possess an independent, onboard touchscreen/interface allowing
users to fully adjust and initiate experimental setups directly on the machine
5.) Data Processing & Portability: The system must include a dedicated, pre-configured portable control laptop loaded
with comprehensive analysis software capable of automated relative quantification and data normalization, allowing
personnel to review data outside of restricted lab spaces.
6.) Standardization & Data Continuity: The system's algorithms and optical baselines must match the existing
QuantStudio platform already in use. The system must allow longitudinal data comparison without requiring the
Government to conduct costly and time-consuming bridging studies.
7.) OEM Lifecycle & Service Support: The procurement package must include OEM-certified professional installation,
comprehensive hands-on site training, OEM-level service guaranteeing direct hardware/software synchronization,
instrument calibration, and proprietary part replacement.
