About this opportunity
The Air Force Services Center (AFSVC), under the Department of the Air Force Air Education and Training Command, is seeking a Payment Card Industry Data Security Standard (PCI DSS) compliance expert to conduct a comprehensive audit readiness assessment and support AFSVC's achievement of PCI DSS compliance across its enterprise operations. The primary service requirements include reviewing cardholder data environments, identifying compliance gaps, developing remediation strategies, and conducting a formal PCI DSS audit by the end of fiscal year 2026. The contractor must be a current Qualified Security Assessor (QSA) with at least five years of enterprise PCI DSS compliance experience and demonstrated success working with dispersed business models across multiple locations. This is a Lowest Price Technically Acceptable (LPTA) procurement with three evaluation factors: Contractor Statement of Work/Technical Solution (acceptable/unacceptable), Past Performance (acceptable/unacceptable), and Cost/Price. Quotations are due by January 29, 2026, at 2:00 PM Central Standard Time, with quote validity required for 180 calendar days.
This is a Nonappropriated Fund (NAF) purchase that does not obligate appropriated federal funds or involve federal tax dollars, and therefore Federal Acquisition Regulation (FAR) rules and set-asides do not apply. Accenture Federal Services LLC is the current incumbent contractor. The contract will be structured as a firm fixed price award with a one-year base period and four one-year option periods, with 75% of contract value paid over the base period and 25% held until final delivery and acceptance. AFSVC processes approximately 13 million annual credit card transactions across 104 worldwide locations, with the contractor expected to conduct assessments at a statistically representative sample of 15-20 sites annually representing 60-80% of transaction volume. The primary place of performance is San Antonio, Texas, at Joint Base San Antonio-Lackland, with a delivery deadline of February 15, 2027, and key deliverables including a Project Plan and RASCI matrix due within 60 days of contract award.
