About this file
This document is an Evaluation Factors attachment for a Lowest Price Technically Acceptable (LPTA) Request for Quote (RFQ) for a Payment Card Industry Data Security Standard Audit Readiness contract. The Nonappropriated Fund Instrumentality (NAFI) intends to award a single contract, with quotes to be evaluated without discussions unless the Contracting Officer determines otherwise. The solicitation has three primary evaluation factors: (1) Contractor Statement of Work (CSOW)/Technical Solution, (2) Past Performance, and (3) Cost/Price, all of which will be rated as acceptable/unacceptable. Contractors must submit a detailed technical narrative addressing specific sections of the Statement of Objectives, with past performance evaluated based on relevance and quality of work performed within the last five years. Pricing must be firm-fixed, with unrealistically low or high prices potentially disqualifying a quote, and travel costs to be handled separately in accordance with the Federal Travel Regulation.

ATCH 06 - EVALUATION FACTORS - LPTA
Payment Card Industry Data Security Standard Audit Readiness
3 DEC 2025
Evaluation Factors for Award Selection Lowest Price Technically Acceptable (LPTA)
1. BASIS FOR CONTRACT AWARD
This is a competitive Lowest Price Technically Acceptable (LPTA) Request for Quote (RFQ) in which price is considered the most important factor for Contractors deemed technically acceptable.
If the lowest priced quote is rated technically acceptable no further evaluations of submitted quotes will be completed. Contract award will be made to the Contractor deemed LPTA. Quotes not technically acceptable cannot be selected, regardless of price. The Nonappropriated Fund Instrumentality (NAFI) will select the quote of the responsible Contractor in accordance with the factors indicated in evaluation factor paragraphs below.
2. NUMBER OF CONTRACTS TO BE AWARDED
The NAFI intends to award one contract for the performance of this requirement.
Quotes are intended to be evaluated, and an award made, without discussions with the Contractors, unless discussions are determined to be necessary by the Contracting Officer. Therefore, each initial quote should contain the Contractor’s best terms from a price and technical standpoint. NAFI reserves the right to award all, some, or none of the deliverables requested in this Solicitation.
3. SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS
Contractors are required to meet all solicitation requirements. Quote validity period will be at least 120 calendar days from the closing date of this solicitation. Failure to comply with the terms and conditions of the solicitation may result in the Contractor being ineligible for award.
4. EVALUATION FACTORS
As part of the Technical Evaluation, the NAFI may require an oral presentation or interview from the Contractor deemed LPTA. The outcome of the oral presentation or interview may lead to an adjustment in the Contractor’s Technical Evaluation Rating. The Contractor will be provided at least three (3) days advance notice, including the presentation/interview requirements and questions.
The government will evaluate RFQ submission based on the following evaluation factors:
FACTOR 1: Contractor Statement of Work (CSOW)/Technical Solution
FACTOR 2: Past Performance
FACTOR 3: Cost/Price
4.1. FACTOR 1: Contractor’s Statement of Work (CSOW) (Acceptable/Unacceptable)
A Contractor’s quote is deemed technically acceptable when the contractor presents a viable CSOW that is clear and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The CSOW will include at a minimum a narrative addressing each paragraph in the Statement of Objectives (SOO) (specifically Sections III-V & 6.5-6.11): the qualifications, technical requirements, and deliverables. The narrative will outline the Contractor’s complete understanding of the requirement and how the contractor will fulfill all requirements.
The Contractor Statement of Work (CSOW) will be incorporated into the contract at the time of award. See the SOO, for the technical aspects.
4.2. FACTOR 2: Past Performance (Acceptable/Unacceptable)
The Past Performance Evaluation will be conducted by reviewing the Past Performance Questionnaires (PPQ) submitted by the Contractor’s references, along with the Past Performance Information (PPI) narratives provided. The NAFI will assess the quality of recent performance, with an emphasis on efforts that are relevant to the requirements outlined in the SOO. This information may include data on efforts performed by other divisions or critical sub-contractors, if such resources significantly influence the performance of the proposed effort. The NAFI will send the PPQs to the Contractor’s references. NOTE: For additional details, refer to ATCH 10 - Contractor Past Performance Information (PPI) dated 24 Sep 2025. If the Prime Contractor has a subcontractor/teaming partner(s) who will complete at least 10% of the work, The NAFI will evaluate the Past Performance for the subcontractor/teaming partner(s). For additional details, refer to ATCH 11 - Subcontractor Teaming Partner PPI dated 24 Sep 2025.
The NAFI reserves the right to use both data provided by the Contractor and data obtained from other sources in conducting this assessment. A Contractor’s past performance is deemed “Acceptable” based on its performance record when the NAFI has a reasonable expectation that the Contractor will successfully perform the required effort based on recent, relevant, and quality of work performed within the last five years as determined by the PPI narratives, NAFI obtained sources of data, and PPQ submitted.
4.2.1. Relevancy Rating
Relevant (R) Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant (NR) Present/past performance effort involved little to no relevancy to the scope and magnitude of effort and complexities this solicitation requires.
4.3. FACTOR 3: Price
Quotes will be evaluated for cost/price realism, balanced and reasonableness. Unrealistically low and unreasonably high prices are grounds for eliminating a quote from the competition.
The NAFI may determine a quote is “Unacceptable” if the prices proposed are materially unbalanced between line items or sub-line items. A quote is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work.
The contractor will submit firm-fixed pricing. The Contractor must label pricing IAW the Supplies, Services and Prices document, unless finds it necessary to adjust the pricing schedule provided. (see ATCH 05 - Supplies, Services and Prices 24 Sep 2025). Travel Cost will not be included in the Pricing. Travel Pricing will be provided by Contractor when requested by the NAFI. Travel costs will be paid in accordance with the Federal Travel Regulation (FTR).
