About this opportunity
NASA is soliciting proposals for the development and flight of science-driven instrument suites and technology demonstration payloads for lunar landing missions under the Payloads and Research Investigations on the Surface of the Moon (PRISM) program, Appendix F.10 of the ROSES 2025 research announcement. The National Aeronautics and Space Administration is seeking proposals that address scientific goals across multiple NASA mission directorates, including Planetary Science, Earth Science, Heliophysics, Astrophysics, Biological and Physical Sciences, the Exploration Systems Development Mission Directorate, and the Space Technology Mission Directorate. Key requirements include the development of complete scientific investigation payloads to be delivered via Commercial Lunar Payload Services (CLPS) landers to proposer-identified lunar surface locations (including the South Pole region but excluding the North Pole), a mandatory Safety and Mission Assurance plan, and optional Master Equipment List and Power Equipment List appendices. Proposals will be evaluated based on scientific merit, technical feasibility, and alignment with NASA's lunar exploration and technology demonstration objectives. The Step-1 proposal due date is December 12, 2025, and the final Step-2 proposal deadline is February 27, 2026, with a pre-proposal webinar scheduled for December 5, 2025. Prospective proposers should direct questions to Ryan Watkins and Amanda Nahm at HQ-PRISM@mail.nasa.gov and must regularly visit NSPIRES at https://nspires.nasaprs.com to access the latest solicitation documents and amendments.
This solicitation contains no set-aside designations and does not identify any incumbent contractors or current award values or budget ranges. The program anticipates multiple awards to support diverse scientific and technology demonstration missions to the lunar surface with varying periods of performance, particularly for investigations targeting the South Pole region where specific budgeting guidance has been provided. Payloads will be delivered to lunar surface locations identified and justified by individual proposers, with performance timelines extending through the lunar mission schedules. The solicitation has undergone multiple amendments since its initial posting on September 30, 2025, with significant modifications issued in November 2025 and January 2026 to address federal funding lapses, clarify requirements, and adjust the period of performance for south polar investigations. All work will be performed on the lunar surface through NASA's Commercial Lunar Payload Services partnerships, with proposer organizations managing payload development and integration activities.
