About this opportunity

The Department of the Navy Naval Sea Systems Command is seeking continued development, upgrade, and application of Payload Control System (PCS) technology to adapt the Submarine Combat Control System (CCS) to new payload interfaces planned for submarine introduction through a sole-source Small Business Innovative Research (SBIR) Phase III contract. This Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity contract requires comprehensive technical support across multiple engineering disciplines, including systems, computer, electrical/electronics, and mechanical engineering. Key contract requirements include obtaining facility security clearances with Top Secret capability, maintaining personnel security clearances, implementing organizational conflict of interest mitigation, and developing a Software Development Plan demonstrating experience and technical approach. Additionally, the contractor must identify one Key Personnel member certified as an Information Assurance Technical (IAT) workforce member level II and provide detailed cost proposals with labor mix and rates. The Government will evaluate proposals on a pass/fail basis focusing on facility clearances, personnel clearance plans, conflict of interest mitigation, software development approach, key personnel qualifications, and cost reasonableness, with a proposal due date of January 13, 2026.

This procurement is not subject to any set-aside designations and is intended as a sole-source award to SEACORP, CAGE Code 2V276, located in Middletown, Rhode Island, who is the incumbent contractor and owns full rights and title to data developed under previous SBIR efforts. The contract is a follow-on to contract N66604-21-D-E100 with an anticipated contract ordering period start date of May 14, 2026, and an estimated completion date of May 12, 2031. The Government anticipates 228,130 man-hours will be required over the five-year period of performance, with estimated other direct costs of $1,718,220 for materials and $443,842 for travel. Performance will take place in Newport, Rhode Island, with contractor facilities available in Middletown, Rhode Island, and government laboratory, office, and facility resources provided at Naval Undersea Warfare Center Division Newport. An amendment issued on January 6, 2026, updated labor hour requirements in Attachment 6, Section L, and offerors must acknowledge receipt of this amendment prior to proposal submission.

Amendment 1: The purpose of this amendment is to update the hours in Attachment 6, section L, to reflect the correct hours needed for this requirement. The changes in the chart have been marked in red for ease of tracking the changes.

This requirement is being solicited as a sole source SBIR (Small Business Innovative Research) Phase Ill to SEACORP in accordance with the Small Business Act (15 U.S.C. 638). The requirement is a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity type contract to SEACORP, CAGE Code 2V276, Middletown, RI 02842. This requirement is for the continued development, upgrade, and application of the payload control system (PCS) technology to adapt the Submarine Combat Control System (CCS) to new payload interfaces planned for submarine introduction. SEACORP owns, and has full rights and title to, the data that was developed under previous SBIR efforts.
