About this opportunity
The Naval Sea Systems Command, through the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), seeks to procure research and development services for modifying and advancing the Payload Control System (PCS) technology to support submarine payload integration across multiple advance processor builds. The procurement includes architecture development, interface specification modification, prototype development, software and hardware integration and testing, capstone demonstrations, and early platform installation and validation efforts. The contract will be awarded on a sole source basis under 10 U.S.C. 2304(b)(2) authority to SEACORP (CAGE Code 2V276), located in Middletown, Rhode Island, as a follow-on to existing contract N66604-21-D-E100. While this is a notice of intent rather than a competitive solicitation, all responsible sources may submit capability statements for government consideration; however, the government retains sole discretion to determine whether to compete the acquisition. The formal Request for Proposal (RFP #N6660426R0063) is anticipated to be released in early December 2025, with interested parties directed to submit inquiries to Nico Montanari at Nico.S.Montanari.Civ@US.Navy.Mil.
No set-aside designations have been applied to this procurement. SEACORP is identified as the incumbent contractor and holds full ownership rights to all Small Business Innovation Research (SBIR) data developed under previous efforts, which provides technical continuity for this follow-on contract. The anticipated contract value is not explicitly stated in the notice; however, the government projects that 228,130 man-hours will be required over the five-year period of performance, indicating a substantial research and development effort. Funding will be drawn from multiple sources, including Research, Development, Test and Evaluation (RDT&E), Weapons Procurement Navy (WPN), and Foreign Military Sales (FMS) budgets to support submarine payload programs across multiple sponsors (PMS 351, PMS 394, PMS 425) and international partners including the Commonwealth of Australia. Performance will be conducted primarily at NUWCDIVNPT in Newport, Rhode Island and SEACORP's facility in Middletown, Rhode Island. The contract will be structured as a Cost Plus Fixed Fee (CPFF) and Cost Only, Indefinite Delivery, Indefinite Quantity (IDIQ) type agreement.
