About this opportunity

The Department of the Army, through Army Contracting Command - Aberdeen Proving Grounds (ACC-APG) at Tobyhanna Division, is seeking to establish a Blanket Purchase Agreement (BPA) with multiple small business vendors to supply paving materials for asphalt and concrete repair and maintenance projects at Tobyhanna Army Depot (TYAD). The materials required include HMA Surface Course and Base Course, tack coat and prime coat, sealer, stone aggregates, and concrete (4,000 PSI), all measured in tons or gallons depending on product type. This is an indefinite delivery requirements contract under FAR Part 16 with a five-year ordering period, where each individual purchase request will be competed among BPA awardees, with the best value vendor selected for each task order. Eligible contractors must be small businesses operating under NAICS Codes 324121 or 327320 and must be registered in SAM. Responses to this sources sought notice were due by April 22, 2026 at 4:00 p.m. Eastern Time and should be submitted to Brian Dionysius, Contract Specialist, at Brian.K.Dionysius.civ@army.mil.

This procurement is designated as a Total Small Business set-aside. No incumbent contractor is identified in this pre-solicitation notice, as this represents a new BPA opportunity. The specific contract value or budget range has not been disclosed in the pre-solicitation documents, though the scope indicates quantities will be determined on an as-needed basis throughout the five-year period. Contractors selected as BPA awardees must be capable of responding to material requests within three business days of notification and delivering materials within three days of task order issuance. Additional critical requirements include compliance with extensive security protocols at TYAD (including personnel registration, antiterrorism training, and badge display), adherence to strict safety standards under OSHA and EM 385-1-1, and environmental compliance measures such as asbestos-free certifications and fugitive emissions control.
