The Department of Agriculture Animal and Plant Health Inspection Service seeks complete pavement repair and replacement at the Memphis Cotton Classing Facility in Bartlett, Tennessee, with quotations due June 2 at noon Central Time. This is a Total Small Business Set-Aside limited to firms meeting the $45 million size standard for NAICS 237310 (Highway, Street, and Bridge Construction).

Place of performance is Bartlett, Tennessee. The entire paved area, originally installed in 1995, exhibits severe degradation from poor drainage and water intrusion to the subbase and requires full reconstruction organized in three phases: front parking and entrance, side driveway along the north building elevation, and rear paved area. Work must be completed by August 30, 2026, and includes full-depth sawcutting, removal of existing pavement and base, subgrade rework to Tennessee Department of Transportation standards, placement of crushed stone base at 95 percent standard proctor compaction, tack coat, Hot Mix Asphalt Concrete placement, crack sealing for openings larger than one-quarter inch, surface conditioning, and fog seal application. Amendment 3, effective May 19, replaces the statement of work with detailed specifications: asphalt pulverization within one to two inches of base rock, positive drainage grading, 10-ton roller compaction, proof rolling with a loaded dump truck of minimum 25 tons, two inches of state-approved base mix and two inches of state-approved surface mix at 95 percent compaction verified by third-party testing, and striping per existing layout. Pricing is lump sum with adjustable asphalt pricing based on core sample testing, ranging from 100 percent payment for no deficiency to zero percent payment and mandatory corrective action for deficiencies exceeding 0.50 inches. Separate square yard rates are required to remove failed subgrade material at tiered quantities (1–100 square yards and over 100 square yards). The estimated project magnitude is $500,000 to $1 million. A mandatory site visit is scheduled for April 29 at 10 a.m. Central Time. Questions are due May 12 at noon Central Time. Award uses lowest price, technically acceptable methodology, with only the lowest-priced quotation evaluated for technical acceptability unless it receives an unacceptable rating. Evaluation criteria include price reasonableness and realism, relevant experience with similar paving projects, and past performance. Quotations must include demonstration of relevant experience and past performance with contract numbers, project titles, locations, award and completion dates, and contact references. Federal Construction Wage Rates for Shelby County apply, with classifications ranging from Laborer at $13.11–$15.27 per hour to Painter at $26.36 per hour. A firm-fixed price purchase order will be awarded with performance and payment bonds, construction wage rates, and anti-discrimination compliance certifications required. Amendments 1 and 2 incorporated pavement striping requirements using acrylic paint to match existing, extended the closing date from May 15 to May 29 (subsequently extended to June 2 in Amendment 2), and clarified subgrade preservation intent and fog seal non-requirement.

Regarding amendment 1 incorporating pavement striping, acrylic paint is required, and the striping should match existing.

RFIs:

  1. Can you provide the dimensions of the sink hole that was covered and how you would like to fill it?  See photos below for dimensions.  Clear the hole, dig out the debris, fill with appropriate material (ie, 3/4 “ gravel), asphalt with back lot.
  2. With this being in 3 phases, will the project require 3 mobilizations?  Depending on the necessary schedule, yes it may.

RFI:

Is the intent of this project to preserve as much of the subgrade as possible? Or is the intent to replace the entire subgrade?  

The intent is to preserve where it can be preserved and replace where necessary to provide a parking area that does not retain water, drains properly, and is appropriately sloped.  While at the same time having a finished parking lot that will not deteriorate prematurely due to subgrade preservation.  Preserve it to the extent it makes sense to do so.  There is no specific requirement to replace it all.

Additionally, fog seal is not required.
