About this file

This is a Statement of Work for pavement repair and replacement at the Memphis Cotton Classing Facility operated by the Department of Agriculture's Animal and Plant Health Inspection Service. The project involves full reconstruction of severely deteriorated asphalt pavement surfaces originally installed in 1995, addressing poor drainage and water intrusion issues that have caused significant subbase degradation. The solicitation number is 12639526Q0110, and the entire project must be completed by August 30, 2026.

The work is organized into three distinct phases to minimize operational impact: front parking area and entrance, side driveway along the north building elevation, and rear paved area. Contractors must submit separate bids for each portion with the expectation of a lump-sum award. The scope of work includes full-depth sawcutting, removal and disposal of existing pavement and base materials, subgrade rework to Tennessee Department of Transportation (TDOT) standards, placement of crushed stone base compacted to 95% standard proctor, tack coat application, Hot Mix Asphalt Concrete (HMAC) placement to specified depths, crack sealing for openings larger than 1/4 inch, surface conditioning, fog seal application, and a 24-hour cure period before traffic reopening. All materials and workmanship must comply with the latest edition of TDOT standard specifications for road and bridge construction. The contractor must submit a detailed schedule of work for Contracting Officer Representative (COR) approval prior to commencing any work.

12639526Q0110, Attachment 1 Statement of work for paving of Memphis Cotton Classing Facility

Please refer to the drawing at attachment 2 for pertinent and specific information on this project.

Entirety of project must be completed no later than August 30, 2026. To minimize the operational impact of this project on the facility, it is expected that a phased approach will be used. This phased approach will break down the project into potentially three separate parts. The three parts will be the front parking area (to include the entrance and driveway up to the northeast corner of the building), the side driveway area (ranging the length of the building on the north side), and the rear paved area. It is requested that a separate bid be submitted for each portion although the anticipated outcome is to award the project as a lump sum.

The awardee will supply the COR with a schedule of work for approval prior to any work commencing.

Proposed sequence of construction:

1. Full-depth sawcut limits of full-depth repair as-is shown.

2. Remove surface pavement and base material and properly dispose in conformance with local and state codes.

3. Rework existing subgrade in manner that establishes a satisfactorily conditioned subgrade according to TDOT standards.

4. Place crushed stone base to the depths shown and compact to 95% standard proctor to ±2% of optimum moisture content.

5. Apply tack coat to all exposed surfaces including base and existing asphalt edges.

6. Place HMAC surface to the depths as shown and density according to TDOT standards.

7. Clean and seal all remaining cracks larger than 1/4" in width within the limits of the designated working area.

8. Satisfactorily condition all surfaces within the working area to TDOT standards.

9. Apply fog seal over entire delineated work area.

10. Allow to cure 24 hours before opening to traffic.

NOTE:

All pavement materials & workmanship shall be in accordance with applicable paragraphs of the latest edition of the Tennessee Department of Transportations "standard specifications for road and bridge construction."
