About this file

This is Amendment 0003 to a solicitation issued by USDA APHIS (Animal and Plant Health Inspection Service) based in Minneapolis, Minnesota. The amendment, effective May 19, 2026, replaces the original statement of work and extends the closing date for quotes to June 2, 2026 at noon Central Time.

The work scope involves parking lot rehabilitation consisting of asphalt pulverization, base preparation, and new asphalt paving. Key specifications include pulverizing existing asphalt to within 1-2 inches of the base rock, grading for positive drainage, compacting with a 10-ton roller, proof rolling with a loaded dump truck (minimum 25 tons), installing 2 inches of state-approved base mix and 2 inches of state-approved surface mix, achieving 95% compaction verified by third-party testing, and installing striping per the existing layout. The work must be phased, with the government responsible for moving containers. Pricing is structured as a lump sum with adjustable pricing based on asphalt thickness deficiencies determined by core samples, ranging from 100% payment for no deficiency to 0% payment and mandatory corrective action for deficiencies exceeding 0.50 inches. Additional pricing is required for square yard rates to remove failed subgrade material, with separate pricing for quantities of 1-100 square yards and over 100 square yards.
