Place of performance is Naval Air Station Jacksonville, Florida (11,050 square feet in Building 279). All contractor personnel require minimum Tier 3 background investigation clearances and DBIDS credentials for base access.
The base period runs 12 months (February 1, 2027–January 31, 2028) with four 12-month option periods and one 6-month option, through January 31, 2032. Funding split: Air Mobility Command 76 percent, Navy 24 percent. The incumbent contractor is C2G, Ltd. Co. under contract N68836-22-C-0003. Historical FY2025 workload: approximately 50–100 total aircraft movements monthly; passenger volumes 1,300–3,000 monthly.
The contractor furnishes aircraft boarding systems, passenger transport vehicles, tow tractors, and staircase trucks; must procure all ground support equipment within 120 days of commencement. Government furnishes equipment totaling approximately $225,200 (x-ray machines, GATES terminals, printers, scales, credit card readers) and facilities. Wage Determination 2015-4539 Rev 32 applies; no incumbent collective bargaining agreement exists.
Evaluation: Technical Capability (three equal subfactors—staffing plan, key personnel qualifications, contractor-furnished equipment—on Acceptable/Unacceptable basis) and Past Performance (confidence assessment based on recency, relevancy, and quality) are approximately equal in importance and combined as significantly more important than Price. Quotes submitted in three PDF volumes (no page limit for Volume I Price; Volume II Technical Capability and Volume III Past Performance each limited to 10 pages excluding cover and table of contents).
