About this file

This is a Question & Answer Log (Amendment 2) for federal contract N6883626QS049, addressing clarifications on ground-handling and terminal services at a military aviation facility.

The solicitation involves passenger processing, screening, gate operations, transportation, and Air Traffic Operations Center (ATOC) functions, with contract commencement on February 1, 2027, and a transition period through February 28, 2027. The government will not provide Ground Support Equipment (GSE); contractors must furnish all operational hardware within 120 days of commencement, including staircase trucks, wheelchair-accessible boarding systems, passenger transport vehicles, and tow tractors. The government will provide a stair truck for temporary use until June 1, 2027, and secure parking within the level 2 exclusion area. Staffing is at contractor discretion to meet peak demand requirements; historical data indicates 8-12 FTEs were used. The contractor is responsible for all fuel costs, with government fuel unavailable for purchase or reimbursement. Labor standards are governed by wage determination WD 2015-4539 Rev 32, with no incumbent collective bargaining agreement. All employees accessing GATES or personally identifiable information must maintain a minimum Tier 3 background investigation, with SECNAV 5512/1 completion routed to NASJAX Security and a recommended 21-day lead time. Quote submissions consist of three PDF volumes with a 25 MB file size limit, due October 9, 2026, at 10:00 AM Eastern Standard Time, sent via email. Volume III page limits are 20 pages for Volume II and 10 pages for Volume III, with cover sheets and tables of contents counting toward limits. QUESTION & ANSWER LOG N6883626QS049

AMENDMENT 2

QUESTION ANSWER

Can the government provide historical data or an estimated average monthly volume of wide-body vs. narrow-body aircraft departures serviced under the predecessor contract? See Appendix D-1.

Will existing terminal equipment, computer systems (such as DTS-related software terminals), and GSE (Ground Support Equipment) be made available for use by the contractor, or is the awardee expected to supply all operational hardware? NMCI stations will remain. There is no government provided GSE.

Does the PWS prescribe a mandatory minimum full-time equivalent (FTE) staffing level, or is staffing left to the contractor’s commercial judgment to meet the WMOG capability?

There is no mandatory minimum FTE staffing level requirement.

Given the specialized nature of ground-handling and terminal services, will the agency accept a primary management structure where a vetted small business subcontractor executes the physical terminal

Subcontracting must be compliant with FAR clause 52.219-14, Limitations on Subcontracting (Deviation 2026-O0038).

Please provide, or identify the posted download locations for, Attachment 1—Contract Data Requirements List (CDRL/DD Form 1423) and the complete four-page Attachment 3—Past Performance Reference Questionnaire.

Posted on SAM.gov under attachments.

Please also identify the applicable Service Contract Labor Standards wage determination number and revision, and provide the complete determination. Posted on SAM.gov under attachments, WD 2015-4539 Rev 32.

Does an incumbent collective bargaining agreement apply to this requirement? If so, please provide the agreement, applicable amendments, and wage and fringe-benefit schedules.

There is no incumbent collective bargaining agreement.

The table under FAR 52.222-42 identifies equivalent federal employee rates but expressly states that it is not a wage determination. Clarification of the applicable labor requirements is requested to establish a consistent pricing basis.

See WD 2015-4539 Rev 32.

The schedule identifies 1–28 February 2027 as the transition period under CLIN 0001, with CLIN 0002 beginning 1 March 2027. Please confirm which date constitutes “contract commencement” for purposes of the PWS transition requirements.

See updated RFQ, complete performance of PWS requirements begin 01FEB27.

Specifically, please identify the date on which the incoming contractor must assume full operational responsibility, the dates of the Government’s initial familiarization training, and the date from which the 120-day contractor-furnished equipment delivery requirement is measured.

See updated PWS, complete performance of PWS requirements begin 01FEB27. Government initial familiarization training will be available 01FEB27. 120 day contractor-furnished equipment delivery requirement is measured from 01FEB27.

Please also clarify the equipment arrangements required between assumption of operational responsibility and delivery of permanent contractor-furnished equipment.

See updated PWS, paragraph 4.9.

Will any Government or incumbent equipment be authorized for temporary use? If so, please identify the equipment, availability period, and applicable conditions.

Government furnished stair truck will be available for use until 01JUN27.

19 Otherwise, please confirm that the incoming contractor must furnish interim equipment during that period. See updated PWS, paragraph 4.9.

Please identify the required background investigation and information-system access category for each applicable contract function, including personnel who access GATES and passenger records.

Each employee that accesses GATES or has access to PII must have and maintain a minimum of a Tier 3 investigation.

Via email to peiney.t.allerton.civ@us.navy.mil and harold.m.melton.civ@us.navy.mil. No naming requirements. 25 MB size limitation.

Please clarify whether cover sheets, tables of contents, organization charts, and resumes count toward the 20-page Volume II limit and 10-page Volume III limit, as applicable. Yes, cover sheets, tables of contents, organization charts and resumes count toward the limits.

Please confirm the intended time zones for the 10:00 AM local-time quote deadline on 9 October 2026 and the “1000 EST” question deadline on 21 September 2026, including whether the latter means Jacksonville local time or Eastern Standard Time specifically. Due date is 9 OCT 2026, 10:00AM Eastern Standard Time.

The Volume III instructions measure past-performance recency from the solicitation release date but refer to SF 1449 Block 8, which identifies the quote due date. The evaluation language on page 36 also uses the solicitation release date. Volume III has been updated to reflect SF 1449 Block 6, solicitation issue date.

Please confirm whether 8 September 2026, the solicitation issue date in Block 6, is the controlling date for both the three-year completed-performance window and the requirement that an ongoing reference have at least one year of completed performance. Yes, 08 September 2026 is the controlling date.

Please clarify how the statement that startup efforts will not be reimbursed applies to the separately priced, firm-fixed-price transition CLIN 0001. See updated RFQ.

Please distinguish pre-commencement onboarding and mobilization from post-commencement transition services and training, and identify the effort that quoters should include in CLIN 0001.

Installation, GATES, and IT access at a minimum must be accomplished before commencement in order for employees to be capable of performing on day 1. See updated RFQ.

For the CDRL requirements, please provide the applicable submission instructions—including initial and recurring due dates, recipients, and formats—and clarify any requirements that supplement the reporting timeframes already specified in PWS paragraph 1.4. See Attachment 01 CDRL for submission criteria.

Does the Government have historical staffing information from the incumbent contractor, including the approximate number of personnel currently used to perform passenger processing, screening, gate, transportation, and ATOC functions?

Yes. Only a range of 8-12 FTEs is provided. Contractor should determine appropriate staffing level to meet all requirements of peak demand travel days.

What equipment will be available for contractor use between contract commencement and delivery of the required CFE, particularly the staircase truck, wheelchair-accessible boarding system, and passenger transport

See updated PWS, paragraph 4.9.

Please clarify what determines whether the tow tractor is necessary and which contractor-furnished equipment is expected to require towing.

If the contractor elects to provide an unpowered aircraft boarding system, the tow tractor to move that system will also need to be provided by the contractor.

Who is responsible for fuel for the contractor-furnished passenger vehicle, staircase truck, tow tractor, and other powered CFE? Contractor is responsible for all fuel costs.

If contractor responsibility, is Government fuel available for reimbursement/purchase or must fuel be obtained commercially? Government fuel is not available for reimbursement or purchase.

Will the Government provide secure on-base parking/storage space for the contractor-furnished staircase truck, passenger vehicle, wheelchair boarding system, and tow tractor at no additional cost? Yes, parking within the level 2 exclusion area adjacent the terminal at no additional cost.

37 What specific fees or passenger transactions is the contractor expected to process by credit card/check, and what is the historical monthly transaction volume?
