About this opportunity

The Defense Logistics Agency Troop Support seeks manufacture of Navy Working Uniform Type III Parkas in Woodland Camouflage (NSN 8415-01-573-4754) under a Total Small Business Set-Aside, with proposals and Product Demonstration Models due May 22, 2026 at 3:00 PM EST.

This is an Indefinite Delivery/Indefinite Quantity contract with a 12-month ordering period, minimum quantity of 9,000 units, estimated annual quantity of 36,000 units, and a maximum contract value of $9.9 million. Pricing must be submitted on a unit basis for FOB Destination delivery. Place of performance includes cutting and sewing locations; offerors must identify component suppliers, manufacturers, testing laboratories, and all manufacturing sites.

Contractors must comply with NCTRF PD 04-09C specifications for parka design, materials, construction, and testing. The waterproof, moisture vapor permeable laminated fabric with polytetrafluoroethylene membrane and digitized woodland camouflage pattern is government-furnished via approved sources. Manufacturing requires specific finished measurements with tolerances of 3/4 inch for chest and back length and 1/2 inch for sleeves. All parkas must incorporate automatic-locking slide fasteners (YKK style #0069665), hook and loop fastener tapes with Treatment A finish, non-wicking buffers, and interoperable inside front closure for fleece liner attachment. Packaging requires 12 parkas per clear poly bag in fiberboard containers on 4-way winged pallets with ISPM 15 compliant wood, UPC barcodes, and passive Gen2 RFID inlays (860-960 MHz).

Quality inspection follows ANSI/ASQ Z1.4 with Major defects at Level II/AQL 1.5 and Minor defects at Level II/AQL 10.0. Contractor-submitted Product Demonstration Models (four Medium-Regular size parkas) undergo hydrostatic resistance testing, laundering procedures, seam seal integrity testing, and physical appearance evaluation. End-item testing and shade and near-infrared evaluation submissions are directed to DLA Product Testing Center-Analytical, Philadelphia, PA 19111.

Evaluation uses Best Value source selection with non-price factors significantly more important than price. Factor 1—Product Demonstration Models—carries the heaviest weight and assesses conformance to specifications and performance under testing. Factor 2—Past Performance—uses Supplier Performance Risk System data for Federal Supply Classes 8405, 8410, and 8415, evaluated on recency, relevancy, and quality. A 120-day production lead time applies post-award. Amendments issued through May 6, 2026 permit alternate shades for fabric if the basic substrate remains unchanged (with written justification) and clarified pattern part requirements and reference standards.
