About this file
This document is a technical and quality requirements specification for Type II and III Parka, Working, US Navy contracts in Desert and Woodland camouflage patterns, updated December 18, 2025, and issued by DLA Troop Support.
The specification establishes comprehensive technical requirements for Naval Working Uniform (NWU) II Desert and NWU III Woodland parkas across multiple sizes from X-Small to XXX-Large in various length options (XX-Short through XXX-Long). Key material requirements include waterproof, moisture vapor permeable basic cloth and reinforcement material from approved sources listed on NCTRF drawings 03-NCTRF-19 and 04-NCTRF-19. The document mandates qualification inspection of cloth materials prior to contract award with 5-yard sample submissions, visual shade matching using AATCC EP 9 procedures under specified lighting conditions (CIE D65, D75, and Illuminant A), and spectral reflectance testing per PM-SOF SSES SPEC 07-11. Manufacturing requirements include specific finished measurements with ±3/4 inch tolerances for chest and back length and ±1/2 inch for sleeves, automatic-locking slide fasteners (YKK style #0069665), non-wicking buffer materials, hook and loop fastener tapes with Treatment A finish (unless otherwise specified), and designated drawcord lengths by size. Quality inspection levels follow ANSI/ASQ Z1.4 with Major defects at Level II/AQL 1.5 and Minor defects at Level II/AQL 10.0. Packaging requires 12 parkas per clear poly bag in fiberboard containers, palletization on 4-way winged pallets not exceeding 43x52x54 inches with ISPM 15 compliant wood materials, UPC barcode placement, RFID inlay (passive Gen2, 860-960 MHz), and lot numbering. End-item testing and shade/nIR evaluation submissions are directed to DLA Product Testing Center–Analytical in Philadelphia, with component lots requiring Government approval before shipment to prime contractors.

DOD shipments inside and outside of the United States must meet ISPM 15 whenever WPM is used to ship DOD
P a g e | 27 cargo, or when wood is being acquired by DLA for future use as packaging material. WPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frame and cleats. Packaging materials exempt from the requirements are materials that have undergone a manufacturing process, such as corrugated fiberboard, plywood, particleboard, veneer, and oriented strand board (OSD). All WPM shall comply with one of the following official quality control programs:
Heat Treatment (HT) or Kiln Dried Heat Treatment (KD HT) in accordance with American Lumber Standard Committee, Incorporated (ALSC) Wood Packaging Material Program and WPM Enforcement Regulations (see http://www.alsc.org/; or

Pallet loads containing more than one NSN shall be clearly marked to list all the NSN's contained in the load. No carton shall have more than one NSN. At the end of a size run, no more than one carton per NSN may be short or over the specified quantity. Said carton shall be clearly marked "short" or "over".
