About this opportunity

The Department of State Office of Acquisition Management, procuring on behalf of the United States Embassy London, seeks painting services at Winfield House, with proposals due June 26, 2026. Amendment 0001 (June 18) extended the deadline from June 22 and added architectural plans at scale 1:100 (Attachments 8–11) and a Questions and Answers document (Attachment 12).

Place of performance is London, UK. Work is restricted to May 1 through August 31 annually per Crown Estates requirements, with Phase 1 (base) requiring completion within 42 calendar days and Phase 2 (option for 2027) within 35 calendar days. Phase 1 encompasses facade painting and repairs to the main house, cottages, outbuildings, and grounds, including timber repairs and replacements (100 linear meters of sills, 150 linear meters of sash boxes), eight replacement sashes, window and door overhauls, glazing replacement (3 square meters), brickwork pointing (50 square meters), gutter and downpipe cleaning, and three coats of reflective solar paint on roofs. Phase 2 covers complete repainting of the perimeter fence and gates, internally and externally. The contract is firm fixed-price, with all costs including labor, equipment, materials, overhead, profit, insurance, warranty, and customs clearance.

Contractors must hold ISO 9001 (Quality Management) and ISO 45001 (Occupational Health and Safety) certifications, provide active SAM registration, proof of authorization to perform work in the United Kingdom, and VAT registration. All personnel must complete security clearance questionnaires and provide photocopies of passports or driver's licenses. Defense Base Act insurance is required only for U.S. citizens, residents, or individuals hired in the United States. Work must comply with Crown Estates Guidelines, ICI/Dulux technical requirements, British Standards BS 6150 and BS EN ISO 12944, and HSE regulations. Mechanized platforms (cherry pickers) with CITB-licensed operators are required; temporary tower scaffolding with PASMA-certified operators may be used.

Questions were due June 16. Evaluation is conducted in two phases: Phase 1 assesses mandatory requirements (SAM registration, VAT registration, authorization proof, pricing); Phase 2 evaluates technical acceptability based on management plan, strategic plan, and corporate experience before price comparison. The NAICS code is 238320, Painting and Wall Covering Contractors.
