About this opportunity

The U.S. Embassy London is soliciting quotations for interior painting services at various government properties under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract structure. The Department of State seeks a qualified contractor to provide comprehensive painting services including surface preparation, drywall and plaster repair, and application of specified paint finishes to walls, ceilings, woodwork, and metalwork in previously painted residential facilities. Prospective offerors must be registered in the System for Award Management (SAM) database prior to contract award, demonstrate an established business presence in the United Kingdom or commit to establishing one within 30 days, provide evidence of relevant past performance through client references from the past three years, and submit detailed documentation including equipment capabilities, insurance commitments, and compliance plans for local licensing requirements. Award will be made to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions, though the government reserves the right to conduct discussions if necessary. The deadline for submission of quotations is April 13, 2026, at 5:00 p.m. BST, and all questions regarding the solicitation must be submitted by close of business on March 17, 2026, with responses to be compiled and posted to SAM.

This solicitation carries no set-aside designation and represents an unrestricted competitive procurement open to all responsible sources. The contract is structured as firm fixed-price with a base year performance period plus two optional one-year periods, with estimated minimum orders of £1,000 and maximum orders of £240,000 per performance period across ten contract line items covering estimated quantities ranging from 60 to 6,375 square meters. The anticipated contract award is expected by the end of May 2026, though this timeline is subject to multiple factors and not guaranteed. Performance will take place at U.S. Government-owned and short-term leased residential properties throughout the London, United Kingdom area, with the contractor expected to manage multiple concurrent projects primarily between February and October, while maintaining year-round availability. Completion timelines vary based on property size: 10 calendar days for 2-bedroom properties, 15 days for 3-4 bedroom properties, and 20 days for 5 or more bedroom properties, with work scheduled Monday through Friday and excluding local and American holidays.
