About this file
This is a CDM Pre-Construction Information and Direction document prepared in accordance with the Construction (Design and Management) Regulations 2015 for an IDIQ painting services contract covering US Government Owned (GOV) and Short Term Leased (STL) properties throughout the London area. The contracting officer is Nicola Cullen at the Embassy of the United States of America, 33 Nine Elms Lane, London SW11 7US. The document establishes comprehensive health and safety requirements that the Principal Contractor must incorporate into a Construction Phase Health and Safety Plan before work commences, with completion timescales based on individual property size as defined in the Scope of Works.
The document details extensive health and safety obligations including site security and access control, mandatory adherence to UK Government and US Embassy guidelines with COVID risk assessments, provision of safety signage and barriers, maintenance of pedestrian access, equipment and tool storage protocols, scaffolding and ladder requirements, rubbish removal procedures, noise and dust suppression measures, and restricted working hours (Monday-Friday 0830-1730, Saturday 0900-1200, no Sunday work without prior approval). Principal Contractor responsibilities encompass employing a Principal Designer, maintaining a competent site supervisor at all times, providing on-site first aid coverage, conducting weekly toolbox talks, maintaining accident logs, managing welfare facilities per CDM Regulations Schedule 2, and submitting detailed Construction Phase Health and Safety Plans including method statements, risk assessments, COSHH assessments, proof of staff competence, and emergency contact information. The document requires delivery of a final Health and Safety File in one ring-bound hard copy and one electronic copy with indexed documentation, AutoCAD drawings, and editable Word/Excel documents. Extensive pre-construction hazard records are provided addressing existing services (drainage, water, electricity, gas, telecom), traffic restrictions, asbestos, PPE requirements, and compliance with numerous UK health and safety regulations and acts.
