About this file
This is a Questions and Answers document for federal contract solicitation 19UK5626Q0005 for Painting Services issued by the U.S. Embassy General Services Office in London on March 26, 2026. The document addresses three inquiries from potential contractors regarding specification requirements and contract logistics.
The COR clarified that contractors may substitute premium, trade-quality water-based paint finishes (such as Benjamin Moore or Dulux Trade Water-Based Gloss) for the solvent-based oil finishes specified for woodwork and metalwork on pages 8, 9, and 11 of the solicitation, provided the substitution addresses the known issue of yellowing and discoloration in areas lacking direct daylight. No site visit will be conducted before quote submission; instead, the awarded contractor will visit sites post-award to take measurements and provide property-specific quotes based on contract pricing. The contract is anticipated to be awarded by the end of May 2026, though this timeline is dependent upon multiple factors and not guaranteed.

Questions and Answers for:
19UK5626Q0005 – Painting Services
Please find all questions received listed below with answers provided by the COR for this solicitation.
1. The specification tables on pages 8, 9, and 11 currently require a "Solvent Based" (oil-based) finish for woodwork and metalwork. However, on Page 18, the specification notes the known issue of "Yellowing/Discolouration of Solvent-borne Finishes" in areas excluding direct daylight. To prevent this yellowing and improve operational efficiency, would the Government accept the use of a premium, trade-quality "Water Based" equivalent (such as Benjamin Moore or Dulux Trade Water-Based Gloss) for woodwork and metalwork?
A: Yes, the benefits are justifiable.
2. Will there be a site visit before quote submission?
A: There will be no site visit before quotes are due for this solicitation. Once awarded the contract, the contractor will visit the sites to take measurements and provide a quote (based off the prices set in the contract) specific to the property that requires painting.
3. What will be the anticipated award/start date for this contract?
A: This contract will hopefully be awarded by the end of May 2026 although this is
